NATIONAL ASSEMBLY TO STRENGTHEN INTER-PARLIAMENTARY COOPERATION WITH PARLIAMENT OF GHANA

National Assembly committed to inclusive reforms, says Speaker Mutti during visit by Finland’s Development Policy Committee

Speaker of the National Assembly of Zambia, Honourable Nelly B. K. Mutti, SC, MP, FAPRA, says the National Assembly remains committed to strengthening democratic participation by advancing reforms that support the increased inclusion of women, youths and persons with disabilities in Parliament.

She said such reforms are essential to improving representation and ensuring that the priorities of all citizens are reflected in national decision-making processes.

Speaker Calls for Stronger Child Participation in Governance

The Speaker of the National Assembly of Zambia, Right Honourable Ms Nelly B K Mutti, SC, MP, FAPRA, has urged African leaders to prioritise the rights and participation of children in governance if the continent is to achieve sustainable, equitable, and inclusive development.

The State-Owned Enterprises Bil, 2025

The objects of this Bill are to—
 (a) establish the Government Investment Department and provide for its functions; 
(b) provide for the incorporation, ownership and governance of state-owned enterprises; 
(c) provide for transparency and accountability in the governance of  state-owned enterprises; 
(d) provide for the undertaking of public interest service obligations by state-owned enterprises; 
(e) repeal the Self-Management Enterprises Act, Cap. 408; and
 (f) provide for matters connected with, or incidental to, the foregoing.

 

The Zambia Deposit Insurance Corporation Bill, 2025

The objects of this Bill are to— 

(a) establish the Zambia Deposit Insurance Corporation and provide for its functions; 
(b) protect depositors and contribute to financial system stability; 
(c) establish the Deposit Insurance Fund; and
 (d) provide for matters connected with, or incidental to, the foregoing

The Agricultural Marketing Bill , 2025

The objects of this Bill are to—
 (a) establish the Zambian Agricultural Marketing Council and define its functions; 
(b) regulate and support agricultural markets; 
(c) promote an efficient, private sector driven agricultural marketing system; 
(d) establish the Agricultural Marketing Observatory Unit to manage data and information on agricultural products and markets; 
(e) facilitate access to agricultural markets; 
(f) promote the competitiveness of agricultural products and services in domestic, regional and international markets; 

The Food Reserve Bill , 2025

The objects of this Bill are to—
 (a) continue the existence of the Food Reserve Agency and re define its functions; 
(b) re constitute the Board of the Agency and re define its functions;
 (c) continue the existence of the National Strategic Food Reserve; 
(d) ensure national food security by maintaining sufficient levels of designated agricultural commodities to respond and provide food relief during emergencies or market and economic shocks; 

ZAMBIAN PARLIAMENT, PARTNERS UNITE TO CHAMPION EARLY CHILDHOOD DEVELOPMENT INVESTMENT

In a strong and unified appeal, the National Assembly of Zambia working in partnership with the European Union and the United Nations International Children’s Fund (UNICEF) has called for increased investment and decisive legislative action to strengthen Early Childhood Development (ECD), underscoring the urgent challenges facing millions of Zambian children.

The objects of this Bill are to —
 (a) continue the existence of the Warehouse Licensing Authority and re-define its functions; (b) reconstitute the Board of the Warehouse Licensing Authority and re-define its functions; (c) establish the Electronic warehouse Receipt System and provide for its management; 
(d) regulate warehouses that issue warehouse receipts in the Republic;
