The National Assembly of Zambia has reaffirmed its commitment to strengthening inter-parliamentary cooperation with Ghana following a courtesy call by Members of staff from the Accounting and Compensation Department of the Parliament of Ghana led by Mr. Richard Omenako Ansah
Speaking during the courtesy call the Acting Deputy Clerk (Administration) Mr Sage Samuwika highlighted the deep-rooted historical and diplomatic ties between the two nations. He noted that Zambia and Ghana’s shared vision for a peaceful, united, and progressive Africa dates back to the leadership of Dr. Kenneth Kaunda and Dr. Kwame Nkrumah, whose contributions were pivotal to Africa’s liberation and continental unity.
He further noted that these bilateral bonds continue to be reflected at parliamentary level through regular exchange programmes. Mr Samuwika cited the June, 2024 visit by Zambia’s Parliamentary Committee on Government Assurances to Ghana as a demonstration of the two legislatures’ commitment to learning and sharing best practices.
Responding to the welcome remarks, the Leader of the Delegation, Mr Ansah, shared an overview of recent reforms within the Parliament of Ghana, particularly within its financial administration structure. He explained that in 2024, Ghana undertook an organisational restructuring of its finance department, splitting it into four specialised units to enhance efficiency and accountability. These are; Compensation Unit, Accounting Unit, Budget Unit, Finance Unit. He noted that this restructuring has helped streamline financial processes, improve oversight, and strengthen institutional performance.
The Ghanaian delegation is in Zambia for a benchmarking visit to study key areas of parliamentary administration, including budgeting practices, compensation structures, accountability mechanisms, financial management systems, and overall service delivery
