The Acting Deputy Clerk (Administration) of the National Assembly of Zambia, Mr Sage Samuwika, has described the Strategic Planning and Theory of Change Workshop as a significant milestone in shaping the future of the National Assembly and ensuring that the institution remains responsive, accountable and effective in contributing to democratic governance.
Officially opening the Strategic Planning and Theory of Change Workshop for members of the Strategic Plan Implementation Committee (SPIC) at the Mika Convention Centre in Chongwe on Monday, 20th July, 2026, Mr Samuwika said the workshop aimed at strengthening institutional planning, monitoring and evaluation, while laying the foundation for the development of the National Assembly Strategic Plan for the period 2027–2031. He added that the engagement builds on the Theory of Change developed earlier this year under the Memorandum of Understanding between the National Assembly of Zambia and IDinsight.
Mr Samuwika said the workshop would refine the institution's performance framework, strengthen the capacity of members of the Strategic Plan Implementation Committee and provide a robust foundation for the formulation, implementation and monitoring of the 2027–2031 Strategic Plan. He noted that the initiative would also reinforce accountability, transparency and evidence-based decision-making, thereby enhancing the National Assembly's capacity to effectively deliver on its constitutional mandate.
Speaking during the opening session, IDinsight Director and Zambia Lead, Dr Sylvia Mwamba, reaffirmed the organisation's commitment to supporting the National Assembly in institutionalising evidence-based planning and decision-making. She stated that the workshop would validate and refine the Theory of Change, develop practical performance indicators and research questions, and establish a comprehensive monitoring and evaluation framework to support the effective implementation of the 2027–2031 Strategic Plan.
Dr Mwamba observed that the workshop had been convened at a critical time as the National Assembly embarks on a new strategic planning cycle. She encouraged participants to actively contribute their knowledge, expertise and experience towards developing a practical, results-oriented and nationally owned strategic framework that will strengthen parliamentary service delivery and enhance institutional performance.
