SPEAKER MATIBINI CALLS FOR STRONG PARLIAMENTARY OVERSIGHT ACCOUNTABILITY COMMITTEES

Speaker of the National Assembly Hon Justice Dr Patrick Matibini, MP, SC, has said that there is need to have a strong parliamentary oversight accountability committee system which should play a critical role in the prudent utilisation of public resources. He said that such a system would provide checks and balances required to ensure a properly functioning and transparent public financial management.

Parliamentarians on Friday, 2nd November, 2018 beat the Diplomats accredited to Zambia to a tune of 9-6 in netball and 2-0 football in the Independence Day celebrations tournament organised by the Ministry of Youth, Sport and Child Development.

The Constituency Development Fund Bill, 2018

The objects of this Bill are to—

(a) provide for the management, disbursement, utilisation and

accountability of the Constituency Development Fund

established under the Constitution;

(b) establish Constituency Development Fund Committees in

constituencies and provide for their composition and

functions; and

(c) provide for matters connected with, or incidental to, the

foregoing.

The Border Management and Trade Facilitation Bill, 2018

The objects of this Bill are to— (a) provide for co-ordinated border management and control for the efficient movement and clearance of goods; (b) give effect to the provisions of agreements on one-stop border posts; (c) provide for simplified arrangements with adjoining States relating to the movement and clearance of goods; (d) establish control zones and provide for powers of officers in control zones; (e) provide for the development, management and maintenance of border infrastructure; (f) authorise the application of the Laws of Zambia and the laws of adjoining States in onestop border
