An Act to authorise supplementary expenditure from the Consolidated Fund of monies required for the services of the Republic during the financial year ending 31st December 2019, not exceeding in the aggregate nine billion, eight hundred and twenty-three million, seven hundred and nine thousand, eight hundred and seventyeight kwacha.

The Constitution (Amendment) Bill, 2019

The object of this Bill is to amend the Constitution of Zambia so as to—

(a) revise the Preamble in order to reaffirm the Christian character of Zambia;

(b) revise the principles and values of the Constitution;

(c) revise the electoral system for elections to the National Assembly;

(d) revise the period for dissolution of the National Assembly;

(e) revise the period of hearing and determination of a presidential election petition;

(f) revise the manner of election of mayor and council chairperson;

The Supplementary Appropriation Bill 2019

The object of this Bill is to authorise supplementary expenditure from the Consolidated Fund of monies required for the services of the Republic during the financial year ending on 31st December, 2019, in the excess of monies appropriated for the services of the Republic by the Appropriation Act, 2018.

The objects of this Bill are to—
(a) provide for an efficient and cost-effective system for the
procurement, storage and distribution of medicines and
medical supplies;
(b) establishMedical Stores Limited as the ZambiaMedicines
and Medical Supplies Agency and provide for its
functions; and
(c) provide for matters connected with, or incidental to, the
foregoing.

The Nurses and Midwives Bill, 2019

The objects of this Bill are to—
(a) regulate the education and training of nurses and midwives;
(b) continue the existence of the General Nursing Council and rename it
as the Nursing andMidwifery Council of Zambia and provide for its
functions;
(c) provide for the registration of, and issuance of practising certificates to
nurses and midwives;
(d) provide for the scope of practice of nursing and midwifery;
(e) regulate the practice and professional conduct of nurses andmidwives;

The Public Order Bill, 2019

The objects of this Bill are to—

(a) provide for the enjoyment of the right of freedom of assembly and association;

(b) regulate the conduct of public gatherings for the preservation of public order, public health and public safety;

(c) repeal and replace the Public Order Act, 1955; and

(d) provide for matters connected with, or incidental to, the foregoing.

The Electoral Process (Amendment) Bill, 2019

The object of this Bill is to amend the Electoral Process Act, 2016, so as to—

(a) reduce the campaign period from three months to sixty days;

(b) revise the rules to be prescribed in relation to the registration of voters;

(c) provide for the duty of the Commission to publish the election time table in a newspaper of nationwide circulation in addition to the publication in the Gazette;

(d) prescribe the conduct of persons during the counting, tallying, tabulation of votes and transmission of results;

The Food Safety Bill, 2019

The objects of this Bill are to—

(a) provide for the protection of the public against health hazards and fraud in the manufacture, sale and use of food;

(b) provide for a streamlined process for regulatory clearances for regulatory health requirements for food premises;

(c) establish the Food Safety Coordinating Committee and provide for its functions and powers;

(d) provide for health inspection reports and report notices
