The Appropriation Bill,2025

The object of this Bill is to authorise expenditure from the Consolidated Fund of monies required for the services of the Republic during the financial year ending on 31st December, 2026, not exceeding in the aggregate of two hundred and fifty-three billion, and eighty-nine million, four hundred and fifty-four thousand, three hundred and twenty kwacha.

The object of this Bill is to amend the Companies Act, so as to—

The Banking and Financial Services Bill,2025

The objects of this Bill are to— 
(a) provide for the regulation and supervision of financial service providers; 
(b) provide for ownership and control of financial service providers; 
(c) provide for the incorporation of standards, principles and concepts of environmental, social and corporate governance in systems and structures of financial service providers;
 (d) provide for the resolution powers of the Bank in relation to a failed bank or financial institution; (e) provide for innovative and inclusive financial services; 

The State-Owned Enterprises Bil, 2025

The objects of this Bill are to—
 (a) establish the Government Investment Department and provide for its functions; 
(b) provide for the incorporation, ownership and governance of state-owned enterprises; 
(c) provide for transparency and accountability in the governance of  state-owned enterprises; 
(d) provide for the undertaking of public interest service obligations by state-owned enterprises; 
(e) repeal the Self-Management Enterprises Act, Cap. 408; and
 (f) provide for matters connected with, or incidental to, the foregoing.

 

The Zambia Deposit Insurance Corporation Bill, 2025

The objects of this Bill are to— 

(a) establish the Zambia Deposit Insurance Corporation and provide for its functions; 
(b) protect depositors and contribute to financial system stability; 
(c) establish the Deposit Insurance Fund; and
 (d) provide for matters connected with, or incidental to, the foregoing

The Agricultural Marketing Bill , 2025

The objects of this Bill are to—
 (a) establish the Zambian Agricultural Marketing Council and define its functions; 
(b) regulate and support agricultural markets; 
(c) promote an efficient, private sector driven agricultural marketing system; 
(d) establish the Agricultural Marketing Observatory Unit to manage data and information on agricultural products and markets; 
(e) facilitate access to agricultural markets; 
(f) promote the competitiveness of agricultural products and services in domestic, regional and international markets; 

The Food Reserve Bill , 2025

The objects of this Bill are to—
 (a) continue the existence of the Food Reserve Agency and re define its functions; 
(b) re constitute the Board of the Agency and re define its functions;
 (c) continue the existence of the National Strategic Food Reserve; 
(d) ensure national food security by maintaining sufficient levels of designated agricultural commodities to respond and provide food relief during emergencies or market and economic shocks; 

The Agriculture Credit and Warehouse Receipts Bill,2025

The objects of this Bill are to —
 (a) continue the existence of the Warehouse Licensing Authority and re-define its functions; (b) reconstitute the Board of the Warehouse Licensing Authority and re-define its functions; (c) establish the Electronic warehouse Receipt System and provide for its management; 
(d) regulate warehouses that issue warehouse receipts in the Republic; 

The Immigration Control Bill, 2025

The objects of this Bill are to
(a) continue the existence of the Immigration Department and redefine its functions; 
(b) provide for the appointment of immigration border guards and provide for their functions; 
(c) regulate the entry of persons into, and departure of persons from, the Republic; 
(d) regulate the remaining of immigrants within the Republic; 
(e) repeal and replace the Immigration and Deportation Act, 2010; and 
(f) provide for matters connected with, or incidental to, the foregoing.

 

The National Payment System Bill, 2025

The objects of this Bill are to 
(a) provide for licensing, designation and authorisation of payment service providers; 
(b) provide for the incorporation of standards, principles and concepts of corporate governance in institutional systems and structures of payment service providers; 
(c) provide for sound business practices, consumer protection mechanisms and market conduct in the provision of payment services;
