NAZ EMBARKS ON REVISION OF STANDING ORDERS

Speaker of the National Assembly of Zambia, the Rt Hon. Mr Justice Dr Patrick Matibini, SC, BA, FCIArb, MP, has called upon all Honourable Members of Parliament, to actively participate in the process of reviewing the Standing Orders in order to make them simplified, comprehensive and coherent for the smooth transaction of business in the House.
Speaking during the official opening of the seminar on the revision of the National Assembly of Zambia Standing Orders, at Parliament Building on Monday, 28th October, 2019, Dr Patrick Matibini said the previous amendments primarily focused on aligning the Orders with the amended Constitution. He added that this had resulted in the current Standing Orders not providing sufficient and consistent guidance on some aspects of the business of the House.
Speaker Matibini informed the gathering that the Parliamentary Reforms and Modernisation Committee had made several recommendations that require to be addressed including, presentation to, and consideration by the House of reports of Parliamentary delegations abroad; holding of valedictory services for deceased members; sitting times of the House; and the amount of speaking time per member.

The one day seminar was facilitated by distinguished resource persons who included the Speaker of the Parliament of Uganda, Hon Dr Rabecca A Kadaga, MP, the Speaker of the Parliament of Zimbabwe, Hon Advocate Jacob F Mudenda, MP, the former Speaker of the National Assembly of Zambia Hon Amusaa K Mwanamwambwa and the former Deputy Chairperson of the Committees of the Whole House, of the National Assembly of Zambia, Hon Chifumu K Banda, SC.
