URGENT QUESTIONS FOR ORAL ANSWER (STANDING ORDER NO. 31)

176    Mr Miyutu (Kalabo Central) - to ask the Minister of General Education:

(a)    whether the Government is aware that schools in Kalabo District are charging tuition fees to Grade 9 external examination candidates for them to attend classes;

(b)    whether the Government has any plans to reduce the K75 charged per subject for candidates in rural schools;

(c)    whether the Government is aware that some candidates travel long distances to write examinations due to the limited number of examination centres in the District; and

(d)    if so, whether there are any plans to designate more schools as examination centres.

177    Mr Nkombo (Mazabuka Central) - to ask the Minister of Justice:

(a)    when the Constitution (Amendment) Bill to address the lacunas in the Constitution will be presented to the National Assembly; and

(b)    what has caused the delay in presenting the Bill.

ORDINARY QUESTIONS FOR ORAL ANSWER (STANDING ORDER NO. 30)

178    Mr Mulenga (Ndola Central) – to ask the Minister of Justice:

(a)    when the newly constructed Twapia Local Court in Ndola Central Parliamentary Constituency will be opened to the public; and

(b)    what the cause of the delay in opening the Local Court is.

179    Mr Mukosa (Chinsali) - to ask the Minister of Chiefs and Traditional Affairs:

(a)    whether the Government has any plans to construct Chiefs’ Palaces in Chinsali Parliamentary Constituency;

(b)    if so, when the plans will be implemented; and

(c)    if there are no such plans, why.

180    Mr Chali (Nchanga) - to ask the Minister of Mines and Minerals Development:

(a)    what role the Ministry plays in the auctioning of gemstones by companies such as Kagem Mining Plc;

(b)    whether auctioning is the best method of selling gemstones; and

(c)    if auctioning is not the best method, what the alternative methods are.

181    Mr Mwila (Chimwemwe) - to ask the Minister of General Education:

(a)    how many primary and secondary schools in Chimwemwe Parliamentary Constituency had title deeds as of 30th October, 2017; and

(b)    what measures have been taken to prevent encroachment of school premises.

182    Ms P Jere (Lumezi) - to ask the Minister of Housing and Infrastructure Development:

(a)    whether the Government has any plans to construct bridges at the following crossing points in Lumezi Parliamentary Constituency:

(i)    across Lukusuzi River to connect Mwasemphangwe to Chauluma School and the Farm Block area;
(ii)    across Katete River and Lukusuzi River to Connect Mwasemphangwe to Mulandabanthu; and
(iii)    across Lukusuzi River to connect Mwasemphangwe to Thebulo; and

(b)    if so, when the plans will be implemented.

183    Mr Lufuma (Kabompo) - to ask the Vice-President:

(a)    whether the Government has commenced the exercise of transferring civil servants performing the devolved functions, under Article 147 of the Constitution, from various Ministries to the Local Authorities;

(b)    if so, when the exercise will be completed; and

(c)    if the exercise has not started, why.

184    Mr Mukosa (Chinsali) - to ask the Minister of Housing and Infrastructure Development:

(a)    when the construction of Mbesuma Bridge will be completed;

(b)    who the contractor for the project is;

(c)    what the contract sum is; and

(d)    how much money has been paid to the contractor so far.

185    Mr Mukosa (Chinsali) - to ask the Minister of Housing and Infrastructure Development:

(a)    when the construction of the Chinsali-Mulilansolo road will be completed;

(b)    who the contractor for the project is;

(c)    how much work, in percentage terms, has been undertaken so far;

(d)    how much money has been paid to the contractor so far; and

(e)    when the last payment was made.

186    Mr Mulenga (Ndola Central) - to ask the Minister of Local Government:

(a)    why the Ndola City Council has sold all play parks and recreation centres in Ndola Central Parliamentary Constituency;

(b)    whether there are any plans to create new play parks and recreation centres in the Constituency; and

(c)    if so, when the plans will be implemented.

187    Mr Sampa (Kasama Central) - to ask the Minister of Health:

(a)    when the Kasama General Hospital will be provided with the following equipment:
(i)    ultra sound machine;
(ii)    x-ray machine; and
(iii)    dialysis machine; and

(b)    when the cold room at the Hospital will become operational.

188    Mr Sampa (Kasama Central) - to ask the Minister of Health:

(a)    when the outstanding allowances owed to the staff at Kasama General Hospital, in form of the following, will be paid:

(i)    repatriation;
(ii)    leave travel benefits;
(iii)    settling-in; and
(iv)    subsistence; and

(b)    when the medical consultants, who were deployed to the Hospital in October, 2016, and are drawing salaries, will report for duty.

189    Mr Zimba (Chasefu) - to ask the Minister of Water Development, Sanitation and Environmental Protection:

(a)    when the construction of Gumba Dam on Lundazi River in Chasefu Parliamentary Constituency will commence;

(b)    what has caused the delay in commencing the project; and

(c)    what the estimated time-frame for the completion of the project is.

190    Mr Ngambi (Chifubu) - to ask the Minister of Finance whether the Government has any plans to enact legislation compelling banks to
        lend at 20% of their loan profiles for long-term development projects containing the following terms:

(a)    minimum of one year grace period on capital repayments;

(b)    minimum of five years repayment plans; and

(c)    options for extension of loan periods.

191    Mr Kamondo (Mufumbwe) - to ask the Minister of Housing and
        Infrastructure Development:

(a)    when the construction of the following bridges in Mufumbwe District will commence:

(i)    Musonweji; and
(ii)    Miluji;

(b)    what the cost of constructing each bridge is; and
(c)    what the time-frame for constructing each bridge is.

192    Mr Kintu (Solwezi East) - to ask the Minister of Mines and Minerals Development:

(a)    whether the Calidonian Mine in Mushindamo District has resumed operations;

(b)    what type of minerals are mined; and

(c)    whether the Government has any plans to appeal to the mining company to rehabilitate the roads which are in a bad state in Solwezi East Parliamentary Constituency.

193    Mr Kintu (Solwezi East) - to ask the Minister of Water Development,
        Sanitation and Environmental Protection:

(a)    whether the Government has any plans to sink boreholes in Mushindamo District;

(b)    if so, when the plans will be implemented;

(c)    how many boreholes are earmarked for sinking; and

(d)    where the boreholes will be situated.

194    Ms Tambatamba (Kasempa) - to ask the Minister of Water Development, Sanitation and Environmental Protection:

(a)    whether the Government has any plans to improve the water reticulation system in Muselepete Township in Kasempa District;

(b)    if so, what the plans are; and

(c)    when the plans will be implemented.

195    Ms Chisangano (Gwembe) - to ask the Minister of Health:

(a)    whether the Government has any plans to construct maternity wings and mothers’ shelters at all health centres in Gwembe Parliamentary Constituency;

(b)    if so, when the plans will be implemented; and

(c)    what immediate measures the Government is taking to prevent expectant mothers from delivering from their homes.
