First Deputy Speaker Commissions Solwezi West Constituency Office
First Deputy Speaker of the National Assembly of Zambia, Hon. Malungo Chisangano, MP, officially commissioned the newly constructed Solwezi-West Constituency Office on 23rd March, 2026, in Kalumbila District, North Western Province.
Hon. Chisangano said the constituency office, built with support from the 2024 Constituency Development Fund (CDF), is the first of its kind in the Province.
She attributed the development to a policy directive by President Hakainde Hichilema, which allows for the construction of constituency offices through a once-off CDF allocation.
The First Deputy Speaker said the new offices are also a symbol of accessible governance and responsive leadership, adding that the facility will enhance interaction between citizens and their representatives.
“The establishment of this constituency office is not merely an administrative milestone, but a tangible commitment to bringing public services closer to the people,” she said.
“The office will not only promote accountability but also support development and strengthen democratic engagement in Solwezi West”.
She urged the community to safeguard the infrastructure, noting that it is a public asset meant to benefit all residents.
Hon. Chisangano further called on constituencies across the country to follow the example of Solwezi West by establishing permanent and functional offices. She also called on all local authorities to work closely with their respective Members of Parliament to construct decent constituency office infrastructure that will benefit communities.
Meanwhile, Member of Parliament for Solwezi West Constituency, Mr. Nicholas Mukumbi, thanked the First Deputy Speaker for officiating at the event and commended the role of traditional leaders and the community in supporting the project.
He said the construction of Solwezi-West Constituency office is a clear demonstration of many things that can be achieved when resources are devolved to the local level.
“Solwezi-West Constituency office now stands as a good example of what decentralized development looks like, as well as the efficient utilization of public resources,” he said.
Mr. Mukumbi added that the Constituency Development Fund (CDF) has proved to be a powerful tool for community transformation, reflecting Government’s strong commitment to taking services closer to the people.
And Kalumbila Town Council Chairperson, Mr. Shadrick Munjunga, thanked the National Assembly of Zambia and the Government for increased CDF allocations over the years. He said the enhanced funding has enabled local authorities to plan and implement impactful projects.
Mr. Munjunga reaffirmed the Council’s commitment to undertaking similar initiatives.
Earlier, the First Deputy Speaker met traditional leaders, including Senior Chief Musele and representatives from Senior Chief Mukumbi’s palace, where she thanked them for their support towards the project.
She said the National Assembly remains open to addressing development concerns raised through Members of Parliament, while, the traditional leaders pledged continued collaboration to foster development.
Later, Hon. Chisangano led a tree-planting exercise at the site as part of an initiative launched in 2022 by the Speaker of the National Assembly of Zambia, the Rt Hon. Dr. Nelly B K Mutti, SC, MP, FAPRA, to plant at least 1,000 trees at each constituency office to help address climate change.
The First Deputy Speaker concluded her programme with a tour of a hotel under construction by Kalumbila Town Council, which is expected to provide modern accommodation and conferencing facilities for the district.
