The National Assembly of Zambia and IDinsight, a data analytics organisation, have signed a Memorandum of Understanding (MoU) with the aim of strengthening data and information systems that support legislative processes.
Speaking during the ceremony, National Assembly, Deputy Clerk of Procedure, Stephen Kawiimbe, that signing is more than merely exchanging signatures on a document; it is a commitment to strengthen the very foundations of our parliamentary processes through evidence, data, and technology.
“This Memorandum of Understanding will enable the National Assembly to become more responsive, transparent, and effective in fulfilling its constitutional mandate of legislation, oversight, and representation,” Mr. Kawiimbe said.
Mr. Kawiimbe added that the partnership would promote ongoing progress within a culture of evidence-based decision-making, improve fiscal accountability, and ensure that every Zambian benefits from informed policies and effective governance.
And IDinsight Country Director, Sylvia Mwamba said that the MoU is intended to provide research and evaluation support to strengthen NAZ's monitoring, programme delivery, and efficiency.
“we are eager to begin our work with the M&E team to refine the current Theory of Change and its associated indicators. We are acutely aware that the current Strategic Implementation Plan is nearing its close, and the timing is perfect to prepare for the monitoring needs of the next National Development Plan,” Ms. Mwamba said.
The MoU signed at Parliament Buildings marks a significant partnership milestone aimed at achieving the following: strengthen data and information systems; Strengthen monitoring, evaluation, and learning frameworks; and enhancing budget data monitoring for transparency and financial oversight.
The Partnership also aims to enhance the capacity of Members of Parliament and staff in data analytics and evidence-based decision-making and support women parliamentarians to ensure inclusive participation in governance, among others.
