1. Access and Security
In accordance with Articles 8, 9 and 86 of the Constitution of Zambia, which provide for the President to report to Parliament and the nation on the country’s progress in the application of National Values and Principles, the President of the Republic of Zambia, Mr Hakainde Hichilema, today addressed the Fifth Session of the Thirteenth National Assembly.
Delivering his address on Friday, 20th February 2026, at the Parliament Buildings, the President outlined the strides made in promoting and upholding National Values and Principles as enshrined in the Constitution. The address provided an opportunity for the Head of State to account to Parliament and the general public on progress achieved, challenges encountered, and measures being undertaken to strengthen governance, unity, integrity, democracy, and sustainable development.
The annual address on National Values and Principles is a constitutional requirement that reinforces transparency, accountability and the shared responsibility of citizens and public institutions in building a just and prosperous nation.
