Acting Clerk of the National Assembly of Zambia, Roy Ngulube has described the just-ended Southern Africa Development Community Parliamentary Forum (SADC-PF) Committee of Clerks/Secretaries General of Parliaments as insightful. Speaking at the conclusion of the Forum, Mr. Ngulube said the SADC-PF is a vital platform which provides a deeper inter-parliamentary cooperation across the SADC region in line with its strategic objectives.
He said he was happy that he represented Zambia at the high level meeting where he served as vice chairperson for the past two years. He said SADC Parliamentary Forum Committee of Clerks/Secretaries provided a platform to support and share different experiences and that he was grateful for the opportunity that was given to him to be part of such a critical organ in the region.
The Committee of Clerks/Secretaries General of the SADC-PF is a valuable organ of administrative support and advice established under Article 10(1)(f) of the SADC-PF Constitution which unites all the Clerks and Secretaries General of SADC Member Parliaments. Under Article 16A(4)(a) of the SADC-PF Constitution, the Committee has a unique mandate to provide advice to the Executive Committee on matters submitted to it by the Secretariat pursuant to the instructions of the Executive Committee or the Plenary Assembly. Accordingly, the Clerks/Secretaries General of national Parliaments have been convening formally under the auspices of the new constitutional provisions of the Forum from 2019, pursuant to which the members have considered strategic and administrative issues of the Forum for onward recommendation to the Executive Committee.
In the recent past, the Committee has played a formidable role in spearheading administrative initiatives such as the Job Evaluation and Salary Review, staff issues, coordination for a pandemic treaty as well as issues relating to the Forum’s finances and the transformation of the Forum.
The meeting was attended by Clerk/Secretaries General of Parliaments from Angola, Botswana, Democratic Republic of Congo, Eswatini, Namibia, Madagascar, Mauritius, Tanzania, Zambia and Zimbabwe
