First Deputy Speaker of the National Assembly of Zambia, Hon Chisangano, MP, was among 55 Speaker’s from different African National and Regional Parliaments who attended the 11thConference of Speakers, which was held from 1st to 2nd September, 2022, in Midrand South Africa.

The Conference was officially opened by the President of Pan African Parliament (PAP), H.E Hon Fortune Charumbira, who emphasized on the need for Africans to work together to curb the Continent’s challenges which had been worsened by the advent of the COVID – 19 Pandemic. Hon Charumbira indicated that Africa needed to unite in the fight against the pandemic which had affected the economies of all African Countries.

During the same Conference, the following topics were also deliberated upon: the African Union theme for 2022; status of ratification and implementation of the Maputo declaration on agricul-tural and food security; the Malabo declaration on accelerated agricultural growth and transfor-mation for shared prosperity and improved livelihoods; the Comprehensive Africa Agriculture Development Programme (CAADP) of 2003; and the effectiveness of the PAP which also in-cluded a plenary on the experiences of National Parliaments in working with PAP. H.E Hon Fortune Charumbira expressed concern on declining support from National Parliaments towards supporting the attendance of meetings and sessions of their Members to PAP. Hon Speakers in attendance were urged to work with PAP to support the voices of the African people through supporting their Members seconded to PAP.

In making her contributions to the plenary discussions, Hon Chisangano re-echoed the important role that PAP played in the African governance structure and emphasised the need for PAP to create a collaborative platform for engaging National Parliaments and recommended that a communication stream be created from the PAP to National Parliaments in which Speakers can be updated on the activities and conduct of their Members.

The First Deputy Speaker’s delegation to the 11th Conference of Speakers included the Members of the Zambian Delegation to PAP who are Mr Miles Sampa, MP, Mrs Mirriam Chonya, MP, Mr Newton Samakayi, MP, Mrs Kampamba Mulenga, MP, Mr Menyani Zulu, MP and accompany-ing members of staff.
