65. Mr Daka (Msanzala) - to ask the Minister of Local Government:

 

(a) whether the reconstruction of the Great East Road at the Arcades Round About, under the Lusaka Decongestion Project, provides for a safe and easy access to the National Assembly precincts for motorists branching off from the Great East Road into Parliament Road; and

 

(b) if not, whether there are any plans to urgently redesign the Road to ensure safety and easy access to the National Assembly precincts.

 

 

 

 

The National Planning and Budgeting - Bill to provide for an integrated national planning and budgeting process; strengthened accountability, oversight and participation mechanisms in the national planning and budgeting process; principles and modalities for formulation, approval, implementation, monitoring and evaluation of long and medium term national, provincial and district development plans and budgets; coordination of national development plans with the National Planning Framework; a participatory and decentralised national planning and budgeting process which promotes the participation of state and non state actors in the planning and budgeting process; evidence based decision making in national planning and budgeting; enhanced budget credibility; and matters connected with, or incidental to, the foregoing.         (N.A.B. 22/2019)
