493 Mr Samakayi (Mwinilunga)     - to ask the Minister of Home Affairs:
 
(a) whether the Government is aware that on Saturday, 20th July, 2019, several people were injured following clashes between the local people and illegal miners in Kansensele area in Chief Chibwika’s Chiefdom in Mwinilunga District;
 
(b) if so, what the cause of the clash was;
 
(c) what urgent measures the Government is taking to restore law and order in the area; and
 
(d) what long term measures the Government is taking to curb mining related violence.
 
 
QUESTIONS FOR ORAL ANSWER (STANDING ORDER 30)
 
494 Mr Chisopa (Mkushi South)     - to ask the Minister of Housing and Infrastructure Development:
 
(a) when the contract for the construction of Mkushi South Boarding School was awarded;
 
(b) what the contract sum is;
 
(c) how much money had been paid to the contractor as of December, 2018;
 
(d) how much work, in percentage terms, has been executed on the project so far;
 
(e) why the contractor is not on site; and
 
(f) when works on the project will be completed.
 
 
495 Ms Kasanda (Chisamba)    - to ask the Minister of Energy:
 
 
(a) why the electrification of Chipeso area in Katuba Parliamentary Constituency has stalled;
 
(b) when works on the project will resume;
 
(c) when the electrification of the rest of the Constituency by the Rural Electrification Authority will commence;
 
(d) what the time frame for the completion of the project is; and
 
(e) why the electrification is more expensive in Katuba than elsewhere in the country.
 
 
496 Mr Simfukwe (Mbala)    - to ask the Minister of Agriculture:
 
 
(a) how many metric tonnes of coffee were produced by Olam Coffee Company in 2017 and 2018 in the following places in Northern Province:
(i) Kateshi;
(ii) Ngoli; and
(iii) Nsanya;
 
(b) how many metric tonnes of coffee were produced by subsistence farmers through the outgrower scheme, in the same period;
 
(c) if none, whether the Government has any plans to persuade the Company to promote outgrower schemes in Mbala and other districts in the Province; and
 
(d) how many metric tonnes of coffee were exported in the period at (a).
 
 
497 Mr Kintu (Solwezi East)    - to ask the Minister of General Education:
 
(a) when the construction of the following Secondary Schools in Solwezi East Parliamentary Constituency will commence:
 
(i) Kichikwe;
 
(ii) Mapunga; and
 
(iii) Yowela;
 
(b) whether the Schools will have boarding facilities; and
 
(c) what the mode of financing for the projects is.
 
 
498 Mr Mwila (Chimwemwe) - to ask the Minister of General Education:
 
 
(a) what the policy on the occupation of Government houses by retired teachers is;
 
(b) what the total number of institutional houses occupied by retired teachers in Chimwemwe Parliamentary Constituency in the following categories was, as of 31st December, 2018:
 
(i) teachers awaiting payment of retirement benefits but paid repatriation allowance; and
(ii) teachers paid both the retirement benefits and repatriation allowance; and
 
(c) whether the Government has any plans to sell the institutional houses to sitting tenants.
 
 
499 Mr Chabi (Chipili) - to ask the Minister of Home Affairs:
 
 
(a) whether the public prosecutors that have been deployed to the National Prosecutions Authority from the Zambia Police Service have been given new conditions of service;
 
(b) whether the officers have been retired from the Zambia Police Service;
 
(c) if so, whether retirement benefits had been paid to the officers as of May, 2019; and
 
(d) if the benefits had not been paid, why.
 
 
500 Mr Mukosa (Chinsali) - to ask the Minister of Water Development, Sanitation and Environmental Protection:
 
 
(a) whether the Government has any plans to provide piped water to Nambuluma area in Munwa Kubili Ward in Chinsali Parliamentary Constituency;
 
(b) if so, when the plans will be implemented; and
 
(c) if there are no such plans, why.
 
 
501 Ms P Jere (Lumezi) - to ask the Minister of Fisheries and Livestock:
 
 
(a) when construction of dip tanks at the following locations in Lumezi District will commence:
 
(i) Chikomeni Centre;
(ii) Kazonde;
(iii) M’thira Kubili;
(iv) Chafisi;
(v) Kalindi; and
(vi) Chitala;
 
(b) what the total cost of the project is; and
 
(c) what the time frame for the completion of the project is.
 
 
502 Mr Putu (Mangango) - to ask the Minister of Water Development, Sanitation and Environmental Protection:
 
 
(a) whether the Government has any plans to sink boreholes in Mangango Parliamentary Constituency;
 
(b) if so, when the plans will be implemented;
 
(c) how many boreholes are earmarked for sinking in 2019; and
 
(d) what the total cost of the exercise is.
 
 
503 Mr Kasonso (Solwezi West)     - to ask the Minister of Finance:
 
 
(a) what measures the Government is taking to ensure that the Euro Bonds are paid when they fall due;
 
(b) whether the measures above have any adverse effects on the fiscal performance of the 2019 Budget;
 
(c) if so, what measures are being taken to mitigate the effects;
 
(d) how much money the Government had deposited into the Sinking Fund as of March, 2019; and
 
(e) when a comprehensive plan of dismantling the national debt will be formulated.
 
 
504 Mr Chaatila (Moomba) - to ask the Minister of Local Government:
 
 
(a) when the Hachaanga-Kayola road in Moomba Parliamentary Constituency will be rehabilitated; and
 
(b) what the cause of the delay in commencing the project is.
 
 
505 Mrs M L Phri (Chilanga) - to ask the Minister of Housing and Infrastructure Development:
 
 
(a) whether the Government has any plans to tar the following roads in Chilanga Parliamentary Constituency:
 
(i) Kacheta;
(ii) Makeni;
(iii) Linda-Mount Makulu;
(iv) Nampundwe;
(v) Mwembeshi-Mano-Mpamba;
(vi) The New Farms; and
(vii) Middle West; and
 
(b) if so, when the plans will be implemented.
 
 
506 Brig Gen Sitwala (Kaoma Central) - to ask the Minister of Housing and Infrastructure Development:
 
(a) whether the Government has any plans to tar the Kaoma-Kasempa road;
 
(b) if so, when the plans will be implemented;
 
(c) what the estimated cost of the project is; and
 
(d) if there are no such plans, why.
 
507 Mr Chiyalika (Lufubu) - to ask the Minister of Local Government:
 
(a) whether the Government has any plans to construct feeder roads in Ngabwe District; and
 
(b) if so, when the plans will be implemented.
 
 
508 Mr Lihefu (Manyinga) - to ask the Minister of Housing and Infrastructure Development:
 
 
(a) why the construction works on the Chongo-Chifuwe road in Manyinga Parliamentary Constituency have stalled;
 
(b) when the works will resume; and
 
(c) what the time frame for the completion of the outstanding works is.
