QUESTION FOR ORAL ANSWER (STANDING ORDER 31)
304 Mr Miyutu (Kalabo Central) - to ask the Vice President:
(a) whether the Government is aware that the residents of Mitwi Ward in Kalabo Central Parliamentary Constituency are on the verge of starvation due to the poor rainfall pattern;
(b) if so, whether there are any plans to send relief food to the area; and
(c) if so, when the relief food will be sent to the area.
QUESTIONS FOR ORAL ANSWER (STANDING ORDER 30)
305 Mr Miyutu (Kalabo Central) - to ask the Minister of General Education:
(a) how many staff positions were frozen in the Ministry of General Education as of 30th September, 2018;
(b) why the positions were frozen;
(c) what impact the freezing of the positions has had on service delivery; and
(d) when the frozen positions will be available again.
306 Mr Miyutu (Kalabo Central) - to ask the Minister of Higher Education:
(a) when the Kalabo Trades School will be opened to the public;
(b) how many students the School will be enrolling per intake;
(c) what programmes will be offered at the School; and
(d) what qualifications will be obtained from the School.
307 Mr Miyutu (Kalabo Central) - to ask the Minister of Transport and Communication:
(a) whether the Government has any plans to dredge canals in Western Province;
(b) if so, when the plans will be implemented;
(c) which districts are earmarked for the exercise;
(d) what the total cost of the exercise is; and
(e) what the time frame for the completion of the exercise is.
308 Mr S Miti (Feira) - to ask the Minister of Water Development, Sanitation and Environmental Protection:
(a) whether the Government has any plans to sink boreholes in Feira Parliamentary Constituency;
(b) if so, how many boreholes are earmarked for sinking in 2019; and
(c) what the total cost of the project is.
309 Mr Miyutu (Kalabo Central) - to ask the Minister of General Education:
(a) when the distribution of desks to schools in Kalabo District was last conducted;
(b) when the next distribution exercise will be; and
(c) how many desks will be distributed to each school.
310 Mr Miyutu (Kalabo Central) - to ask the Minister of General Education:
(a) whether the available Grade 8 school places are adequate to accommodate all the Grade 8 pupils for 2019, following the 100% pass rate, countrywide;
(b) whether there are adequate teachers to cater for the increased number of Grade 8 pupils, especially for schools in rural areas;
(c) if not, what measures are being taken to cater for the excess pupils; and
(d) what measures are being taken to improve the availability of teaching and learning aids in schools, countrywide.
311 Mr Miyutu (Kalabo Central) - to ask the Minister of General Education:
(a) whether all the primary schools in Kalabo District received all their monthly grants in 2018;
(b) if not, why;
(c) how many schools did not receive the grants in full;
(d) how much money, in form of grants, is still outstanding; and
(e) what the impact of the lack of funds on service delivery has been.
312 Mr Miyutu (Kalabo Central) - to ask the Minister of Youth, Sport and Child Development:
(a) whether there are any youth empowerment programmes in Information and Communication Technologies in Kalabo District;
(b) if so, what the names of the youth groups that have benefitted from the programmes are;
(c) whether there are any challenges in implementing the programmes; and
(d) if so, what the challenges are.
313 Mr Lihefu (Manyinga) - to ask the Minister of General Education:
(a) whether the Government has any plans to construct a girls’ secondary school in Manyinga Parliamentary Constituency;
(b) if so, when the plans will be implemented; and
(c) if there are no such plans, why.
314 Mrs Chinyama (Kafue) - to ask the Vice President:
(a) whether the Government has any plans to declare Chiawa in Kafue Parliamentary Constituency as a district;
(b) if so, when the plans will be implemented;
(c) if there are no such plans, why; and
(d) what the criteria for declaring a district are.
315 Mr Mukosa (Chinsali) - to ask the Minister of Energy:
(a) whether the Government has a system of hedging against the fluctuations in petroleum prices and foreign exchange rates;
(b) if not, whether there are any plans to introduce such a system;
(c) if so, when the plans will be implemented; and
(d) if there are no such plans, why.
316 Mr S Miti (Feira) - to ask the Minister of Agriculture:
(a) when irrigation equipment will be installed at the following resettlement schemes in Feira Parliamentary Constituency:
(i) Yapite;
(ii) Chafukula; and
(iii) Tiyeseko;
(b) what the total cost of the project is; and
(c) what the time frame for the completion of the project is.
317 Evangelist Shabula (Itezhi Tezhi) - to ask the Minister of Home Affairs:
(a) whether the Government has any plans to construct police posts in the following Wards in Itezhi Tezhi Parliamentary Constituency:
(i) Mbila; (ii) Luubwe;
(iii) Basanga; (iv) Makunku;
(v) Luchena; and (vi) Kabulengwe;
(b) if so, when the plans will be implemented; and
(c) if there are no such plans, what immediate measures the Government is taking to prevent the escalation of crime in the affected areas.
