220 Mr Daka (Msanzala) - to ask the Minister of Transport and Communication:
(a) what the customer base for the Zambia Telecommunications Corporation was, as of December, 2018; and
(b) what measures the Government is taking to broaden the customer base.
221 Mr Mecha (Chifunabuli) - to ask the Minister of Energy:
(a) whether the Government has any plans to electrify the following Primary Schools in Chifunabuli Parliamentary Constituency under the Rural Electrification Programme:
(i) Nsombwela in Chifunabuli Ward; and
(ii) Nshungu in Kafimbo Ward; and
(b) when ZESCO Limited will return the transformer that was removed from Nshungu area in 2015.
222 Mr Lufuma (Kabompo) - to ask the Minister of Justice:
(a) whether the judgment in the case of Mushabati and Others vs The Attorney General HP/0369/2003, involving the former public service workers who were retrenched in 1999, has been executed;
(b) if so, how much money has been paid to the retrenchees so far;
(c) how much money was outstanding as of 31st December, 2018;
(d) how many retrenchees are affected; and
(e) when the outstanding balance will be paid.
223 Mr Mwila (Chimwemwe) - to ask the Minister of Finance:
(a) what factors are taken into consideration when determining assets requiring compulsory insurance;
(b) whether the Government has any plans to make house insurance compulsory; and
(c) if there are no such plans, what immediate measures the Government is taking to alleviate the suffering of people who have lost their houses through fire.
224 Mr Mubika (Shangombo) - to ask the Minister of Housing and Infrastructure Development:
(a) when the construction of communication towers in Shangombo District will commence;
(b) how many towers are earmarked for construction; and
(c) which areas have been identified for the construction of the towers.
225 Mr Mecha (Chifunabuli) - to ask the Minister of General Education:
(a) whether the Government has any plans to construct a primary school at Musaba Katebe Polling Station in Kasongole Ward in Chifunabuli Parliamentary Constituency; and
(b) if so, when the plans will be implemented.
226 Mr A Mumba (Kantanshi) - to ask the Minister of Housing and Infrastructure Development:
(a) whether the Government has any plans to construct a railway line from the Kenneth Kaunda International Airport to the Central Business District of Lusaka;
(b) if so, when the plans will be implemented; and
(c) if there are no such plans, what measures will be taken to facilitate the movement of passengers to and from the Airport when it becomes the transport hub for the region.
227 Mr Mutaba (Mwandi) - to ask the Minister of General Education:
(a) when a motor vehicle for the Mwandi District Education Board Secretary’s Office will be procured; and
(b) why it has taken long to provide a motor vehicle to the Office.
228 Mr Ng’onga (Kaputa) - to ask the Minister of Home Affairs:
(a) whether the Government has any plans to ratify the Protocol to the Treaty Establishing the African Economic Community relating to Free Movement of Persons, Right of Residence and Right of Establishment;
(b) if so, when the plans will be implemented; and
(c) if there are no such plans, why.
229 Mr M Jere (Livingstone) - to ask the Minister of Defence:
(a) whether the Zambia National Service (ZNS) has adequate and appropriate road construction equipment; and
(b) if so, why ZNS does not tender for road construction projects to compete with foreign companies.
230 Mr S Miti (Feira) - to ask the Minister of Local Government:
(a) when the tarring of township roads in Luangwa District will commence;
(b) who the contractor for the project is;
(c) what the total cost of the project is; and
(d) what the time frame for the completion of the project is.
231 Mr Chali (Nchanga) - to ask the Minister of Labour and Social Security:
(a) whether the Government has any plans to revise the minimum wage for general workers in the mining sector;
(b) if so, when the plans will be implemented; and
(c) if there are no such plans, why.
232 Mr Lihefu (Manyinga) - to ask the Minister of Home Affairs when the Government will procure a motor vehicle for Manyinga Police Post to enhance its operations.
233 Dr Chibanda (Mufulira) - to ask the Minister of General Education:
(a) whether it was Government policy to model the 2018 teacher recruitment exercise on filling up the existing vacancies in the districts, countrywide;
(b) what measures the Government is taking to ensure that more teachers are recruited during the next exercise;
(c) whether the 2018 exercise achieved its intended objectives; and
(d) if not, what measures have been taken to address the anomalies.
234 Mr Miyutu (Kalabo Central) - to ask the Minister of Tourism and Arts:
(a) whether the Government is aware that two people were killed by crocodiles in Lueti River in Kalabo Central Parliamentary Constituency between June and November, 2018;
(b) if so, what measures are being taken to reduce the population of crocodiles in the River to avert further loss of life; and
(c) what measures are being taken to reassure the local people, who are now living in fear, of their safety as they depend on the River for their livelihood activities.
235 Mr S Miti (Feira) - to ask the Minister of Chiefs and Traditional Affairs:
(a) whether the Government has any plans to construct palaces for the following Chiefs in Feira Parliamentary Constituency:
(i) Senior Chief Mburuma; and
(ii) Chief Mphuka;
(b) if so, when the plans will be implemented;
(c) what the total cost of the project is; and
(d) what the estimated time frame for the completion of the project is.
236 Mr Lihefu (Manyinga) - to ask the Minister of Housing and Infrastructure Development:
(a) why the construction of a police station in Manyinga District has stalled;
(b) when the project will resume; and
(c) what the time frame for the completion of the outstanding works is.
237 Dr Chanda (Bwana Mkubwa) - to ask the Minister of Higher Education:
(a) whether the Government has any plans to construct a new campus for the Northern Technical College in Ndola District;
(b) if so, when the plans will be implemented;
(c) who the financier for the project will be; and
(d) what the estimated time frame for the completion of project is.
238 Mr Miyutu (Kalabo Central) - to ask the Minister of Water Development, Sanitation and Environmental Protection:
(a) how many boreholes were sunk in Kalabo District in 2018;
(b) how much money was spent on the project;
(c) whether there are any plans to sink additional boreholes in 2019; and
(d) if so, how many boreholes will be sunk.
239 Dr Chanda (Bwana Mkubwa) - to ask the Minister of Commerce,Trade and Industry:
(a) whether the Government has any plans to transform the industrial area in Bwana Mkubwa Parliamentary Constituency into a Multi-Facility Economic Zone; and
(b) if so, when the plans will be implemented.
