QUESTIONS FOR ORAL ANSWER (STANDING ORDER 30)
180 Mr Chabi (Chipili) - to ask the Minister of Housing and Infrastructure Development:
(a) when the tarring of the Mung’anga-Mwenda-Kashiba road in Chipili Parliamentary Constituency will commence;
(b) who the contractor for the project is;
(c) what the total cost of the project is;
(d) what the time frame for the completion of the project is; and
(e) what the source of funding for the project is.
181 Mr Zimba (Chasefu) - to ask the Minister of Water Development, Sanitation and Environmental Protection:
(a) whether the Government has any plans to dam the following streams and rivers in Chasefu Parliamentary Constituency:
(i) Chasefu in Kajilime Ward;
(ii) Tayani in Kajilime Ward;
(iii) Maviyambwa in Kapilisanga Ward;
(iv) Nkhulonda at Champhero School;
(v) Lupitila in Susa Ward;
(vi) Champhoyo in Susa Ward; and
(vii) Lunzi in Susa Ward; and
(b) if so, when the plans will be implemented.
182 Mr Miyutu (Kalabo Central) - to ask the Minister of General Education:
(a) whether the Government has any plans to include representatives from the Parents Teachers Associations (PTAs) to sit on the district education boards;
(b) if so, when the plans will be implemented; and
(c) what measures the Government is taking to redefine the functions of school management structures and PTAs in order to promote unity in schools.
183 Mr Lufuma (Kabompo) - to ask the Minister of Housing and Infrastructure Development when the following bridges, which were washed away by rains in Kabompo Parliamentary Constituency, will be rehabilitated:
(a) Nyela and Kasombo on the Kayombo-Lunyiwe road;
(b) Kasalya Washe in Katuva Ward;
(c) Mishivi on the Kabompo-Chikenge-Chief Kalunga’s Palace road;
(d) Kalwilo on the Kalwilo-Zambezi road;
(e) Chifuwe South on the Chifuwe road;
(f) Ndundwilo on the Katendwa Farms-Chikonkwelo road;
(g) Samununga on the Katendwa-Samununga road; and
(h) Chito Plains (at several crossing points) on the Kayombo-Dikolonga road.
184 Mrs Chinyama (Kafue) - to ask the Minister of Finance:
(a) whether the Government has any plans to construct a new ammonium nitrate plant at the Nitrogen Chemicals of Zambia in Kafue District;
(b) if so, when the plans will be implemented;
(c) what the production capacity of the new plant will be;
(d) what the total cost of the project is; and
(e) who the financier for the project is.
185 Mr Miyutu (Kalabo Central) - to ask the Minister of General Education:
(a) whether the Government has any plans to reopen the library at Kalabo Secondary School;
(b) if so, when the plans will be implemented;
(c) why the library was closed; and
(d) what measures the Government is taking to improve the literacy levels and the reading culture among the residents in Kalabo District.
186 Mr Zimba (Chasefu) - To ask the Minister of General Education:
(a) whether the re-introduction of local languages in schools has enhanced learning among pupils, especially in rural areas; and
(b) what measures the Government is taking to improve the reading culture in the country.
187 Dr Chanda (Bwana Mkubwa) - to ask the Minister of Local Government:
(a) whether the Keep Zambia Clean, Green and Healthy Campaign is yielding the desired results, countrywide; and
(b) what the challenges associated with the implementation of the programme are.
188 Mr Lufuma (Kabompo) - to ask the Minister of Housing and Infrastructure Development:
(a) what the status of the project to construct housing units to be financed by Mercury Assets Partners is;
(b) how many housing units are earmarked for construction under the project in the following categories:
(i) low cost;
(ii) medium cost; and
(iii) high cost; and
(c) which institutions and districts will benefit from the project.
189 Mr Mwila (Chimwemwe) - to ask the Minister of Health:
(a) when the theatre at the Chimwemwe Mini Hospital in Kitwe will become operational;
(b) when the facility was handed over to the Government by the contractor;
(c) what the cause of the delay in operationalising the theatre and X-ray facility is; and
(d) whether the Government has any plans to install a generator set at the Theatre Annex.
190 Mr Bulaya (Mpongwe) - to ask the Minister of General Education:
(a) whether any money was deducted from salaries for Head Teachers in Salary Scale K, countrywide, from January to September, 2016;
(b) if so, how much money, in total, was deducted;
(c) what the reasons for the deductions, were;
(d) whether the affected head teachers will be refunded; and
(e) if not, why.
191 Mr Chali (Nchanga) - to ask the Minister of Mines and Minerals Development:
(a) whether there is an improvement in terms of compliance in the various aspects of the mine following the audit of 2013;
(b) whether the technical team that was appointed to audit the Konkola Copper Mines Company Limited in 2015 has concluded its work;
(c) if so, what the findings of the audit are;
(d) whether representatives from the various mine workers unions were part of the technical team; and
(e) when the report of the technical team will be released to the public.
192 Mr Miyutu (Kalabo Central) - to ask the Minister of Tourism and Arts what measures the Government is taking to control poaching in Game Management Areas.
193 Ms Mwape (Mkushi North) - to ask the Minister of Finance:
(a) whether the financing agreement for the Masansa-Luano-Kabwe road has been concluded;
(b) if so, when the construction works will commence;
(c) if the agreement has not been concluded, what the cause of the delay is; and
(d) when the agreement will be concluded.
194 Mr Kabanda (Serenje) - to ask the Minister of Energy:
(a) whether the Government has any plans to electrify the following institutions in Serenje District:
(i) Chief Kabamba’s Palace; and
(ii) Kabamba Secondary School;
(b) if so, when the plans will be implemented;
(c) what the total cost of the project is; and
(d) what the time frame for the completion of the project is.
195 Dr Chibanda (Mufulira) - to ask the Minister of Fisheries and Livestock:
(a) when a census of livestock was last conducted;
(b) what the cost of the exercise was;
(c) what the findings were;
(d) what the importance of such an exercise is; and
(e) when the next census will be conducted.
196 Mr Lufuma (Kabompo) - to ask the Minister of Finance:
(a) whether the Government has paid the over $380 million judgment debt owed to Lapgreen Networks of Libya over Zamtel as ordered by the London High Court in 2017; and
(b) if not, when the debt will be settled.
197 Mr Samakayi (Mwinilunga) - to ask the Minister of Home Affairs:
(a) whether the Government has any plans to reopen the Ntambu Police Post in Chief Ntambu’s area in Mwinilunga Parliamentary Constituency;
(b) if so, when police officers will be deployed to the area; and
(c) if there are no such plans, why.
198 Mr C Zulu (Luangeni) - to ask the Minister of Energy:
(a) how many complaints of faulty electricity prepaid metres were reported to ZESCO Limited, from January to December, 2018, countrywide;
(b) what the major causes of the faults were; and
(c) what measures are being taken to reduce the number of faulty metres.
199 Mr Miyutu (Kalabo Central) - to ask the Minister of Youth, Sport and Child Development:
(a) what youth empowerment programmes are earmarked for implementation, countrywide from 2019 to 2021; and
(b) when the implementation of each of the programmes will commence.
