REQUEST FOR EXPRESSION OF INTEREST  

TENDER No. NAS/PC/45/17- REQUEST FOR EXPRESSION OF INTEREST FOR THE PROVISION OF CONSULTANCY SERVICES FOR OPERATIONALISATION OF PARLIAMENT TELEVISION.

1.BACKGROUND

The National Assembly of Zambia is in the process of establishing a Parliament TV Studio.  Consequently, the National Assembly is seeking the services of a Consultant to assist in the identification of a suitable model for actualisation of the Parliament TV initiative.

Specifically, the Consultant is expected to perform the following functions:

1. propose a well defined model for Parliament TV, which will be responsive to the needs and strategic direction of the National Assembly;
2. propose the staffing needs and requirements for the operationalisation of Parliament TV;
3. facilitate the development of the Parliament TV operationalisation plan;
4. assist the National Assembly develop a Programming Policy for Parliament TV; and
5. assist in the development of a Memorandum of Understanding between the National Assembly and the Zambia National Broadcasting Corporation (ZNBC).

2.QUALIFICATIONS AND EXPERIENCE OF THE CONSULTANT

The following are the key qualifications and experience of the potential Consultant:

1. The Consultant should have a minimum of Masters Degree in Mass Communication or Journalism.
2. At least 10 years experience in broadcasting industry.
3. The Consultant should have a good understanding of the broadcasting industry with traceable and proven experience in the following:

i.Policy development in the context of broadcasting programming;

ii.Good understanding of Digital Migration Policy, Independent Broadcasting Authority (IBA) Act,  and the local broadcasting landscape;

iii.Undertaken similar consultancy work in the past, preferably with a public broadcasting institution;

iv.Strategic planning and leadership; and

v.Good understanding of the work and operations of the National Assembly

3.SUBMISSION

 Interested persons are expected to submit their Expression of Interest in sealed envelopes clearly marked “TENDER No. NAS/PC/45/17-EXPRESSION OF INTEREST FOR THE PROVISION OF CONSULTANCY SERVICE FOR OPERATIONALISATION OF PARLIAMENT TELEVISION” by Friday 1^st September, 2017 at 10:30 hours. The envelopes for expression of interest must be deposited in the Tender Box located at the Main Reception area of the National Assembly of Zambia, Parliament Buildings and P.O Box 31299, Lusaka, Zambia.

Please note that only shortlisted potential consultants will be given detailed Terms of Reference and will be invited to submit detailed proposals.

The expression of interest must contain:

1. Detailed Curriculum Vitae (CV) of potential consultant;
2. Proof of Similar Work; and
3. Reference of major clients where similar tasks have been performed, both past and present will be desirable.
