QUESTIONS FOR ORAL ANSWER

86 Mr P B Musonda - to ask the Minister of Local Government and Housing which of the following is entitled to the 10 per cent of the funds meant for monitoring approved projects under the Constituency Development Fund:

(i) Constituency Development Committees;
(ii) District Councils; or
(iii) District Development Co-ordinating Committees.

87 Mr A M Chungu - to ask the Minister of Education:

(a) how free is basic education in Zambia when the infrastructure in most schools is extremely poor; and

(b) whether graduates of free basic education are able to secure employment.

88 Mr Kapita - to ask the Minister of Works and Supply:

(a) when the Ministry will repair and tar the Mutanda/Mwinilunga Road which has since been destroyed; and

(b) what happened to the funds that were budgeted for the same road in 2004.

89 Mr Sambwa - to ask the Minister of Home Affairs when a police station will be built in Chief Mpumba’s area in Mpika District.

90 Mr L J Ngoma - to ask the Minister of Works and Supply when a bridge will be constructed on the Kalambana Road between Lundazi and Nchingilizya Wards along the Kapoche River in the Sinda Parliamentary Constituency.

91 Mr Ntundu - to ask the Minister of Justice and Attorney-General:

(a) how many cases were heard by the Judicial Complaints Committee from 2002 to-date; and

(b) how many cases were resolved in favour of the complainants during the period at (a) above.

92 Mrs Musokotwane - to ask the Minister of Local Government and Housing when the Ministry will provide a grader and a fire-tender to Kazungula District Council.

93 Mr Lubinda - to ask the Minister of Finance and National Planning:

(a) what was the total cost of constructing the TAZARA railway line;

(b) what proportion of the above cost was used on the Zambian side;

(c) under what financial arrangements was the project executed;

(d) what is Zambia’s financial indebtedness on this project; and

(e) what major event in the United Nations involving Zambia, Tanzania and China preceded the signing of the TAZARA agreement.

94 Mr Mtonga - to ask the Minister of Lands:

(a) how many small holdings are in Kanyama Parliamentary Constituency;
(b) how many of these small holdings have been invaded and allocated illegally since 2000 and by whom;

(c) whether the Ministry has received complaints from the property owners and, if so, how many cases have been reported since 2000; and

(d) what action the Ministry has taken against persons who are illegally allocating and selling titled land which does not belong to them.

95 Mr Kapita - to ask the Minister of Local Government and Housing when workers at Mwinilunga District Council will be paid their salaries which are in arrears by over thirty months as promised recently by the Republican President at a political rally in Mwinilunga.
