155 Mr Kalifungwa - to ask the Minister of Works and Supply:

(a) what progress has been made regarding the construction of the Luongo bridge in Mambilima Parliamentary Constituency;

(b) when will the components for the Luongo bridge be collected from Kasama and Nchelenge to facilitate its completion; and

(c) what is the time frame for completion.

156 Mr Kalifungwa - to ask the Vice-President when a study will be conducted on women’s lives and issues such as identities, sex roles, domestic violence, abortion, activism, comparable worth, affirmative actions and the way in which women struggle with their social devaluation and powerlessness within their families.

157 Mr Kasongo - to ask the Minister of Finance and National Planning what measures have been taken to increase the average per capita income of Zambians.

158 Mr Kasongo - to ask the Minister of Finance and National Planning:

(a) how much money was spent on the importation of wheat from 2001 to 2005; and
(b) what measures has the Government taken to increase wheat production in the country.

159 Mr Kalifungwa - to ask the Minister of Energy and Water Development:

(a) what are the regional comparative costs and selling prices of
jet fuel; and

(b) what measures have been taken to reduce the high cost of jet fuel.

160 Mr Kalifungwa - to ask the Minister of Energy and Water Development when production costs will be rationalised at ZESCO for them to reduce consumer tariffs.

161 Mr Kasongo - to ask the Minister of Communications and Transport whether the Government will reform the Road Fund in order to make it a viable tool for economic development, especially in rural areas.

162 Mr Kasongo - to ask the Minister of Education what measures have been taken to strengthen the Bursaries Committee in order to adequately attend to students’ financial problems.

163 Mr Kalifungwa - to ask the Minister of Energy and Water Development what was the quantitative loss of business and the negative economic impact caused by the shortage of fuel up to December, 2005, in the following industries:

(i) tourism;
(ii) mining;
(iii) agriculture; and
(iv) commerce and industry.

164 Mr Kalifungwa - to ask the Minister of Education when Mukomansolo, Mutima and Chibondo Primary Schools in Mambilima Parliamentary Constituency will be rehabilitated.

165 Mr Kasongo - to ask the Minister of Finance and National Planning when the Zambia National Tender Board will be reformed in order to make it more responsive to the aspirations of Zambians.

166 Mr Kasongo - to ask the Minister of Labour and Social Security what constraints have delayed the implementation of the “equal pay for work of equal value” policy.

167 Mr Kalifungwa - to ask the Minister of Community Development and Social Services:

(a) what community development programmes and projects were carried out from 1996 to 2005, province by province; and

(b) what were the achievements of the adult literacy programmes in the same period.

168 Mr Kalifungwa - to ask the Minister of Works and Supply when construction work for Phase II of Mansa Lodge will commence and what is the estimated time of completion.

169 Mr Kasongo - to ask the Minister of Sport, Youth and Child Development what are the successes and failures of the rehabilitation programme of street kids in the selected Zambia National Service Camps.

The Minister of Commerce, Trade and Industry

Citizens Economic Empowerment - Bill to establish the Citizens Economic Empowerment Commission and to define its functions and powers; establish the Citizens Economic Empowerment Fund; promote the economic empowerment of targeted citizens, citizen empowered companies, citizen influenced companies and citizen owned companies; promote gender-equality in accessing, owning, managing, controlling and exploiting economic resources; encourage an increase in broad-based and effective ownership and meaningful participation of targeted citizens, citizen empowered companies, citizen influenced companies and citizen owned companies in the economy in order to contribute to a high growth rate; remove social customs, statutory provisions or other practices that limit access to any particular gender to skills training that is essential for effective participation in the economic sector; promote the employment of both gender by removing structural and discriminatory constraints that hinder any particular gender from employment opportunities and in so doing ensure equitable income distribution; promote equal opportunity of targeted citizens and citizen empowered companies, citizen influenced companies and citizen owned companies in accessing and being awarded procurement contracts and other services from State institutions; promote greenfield investment through joint ventures and partnerships between local and foreign investors in order to enhance broad-based economic empowerment; and provide for matters incidental to or connected to the foregoing. The Minister of Commerce, Trade and Industry

Zambia Development Agency - Bill to foster economic growth and development by promoting trade and investment in Zambia through an efficient, effective and coordinated private sector led economic development strategy; to establish the Zambia Development Agency as a one stop facility which will ensure, among other matters, client focus, dialogue with the private sector and create confidence in public sector support for business; to provide for the functions and powers of the Agency; to attract and facilitate inward and after care investment; to provide and facilitate support to micro and small business enterprises; to promote exports and internationalism; to streamline bureaucratic procedures and requirements faced by investors; to facilitate industrial infrastructure development and local services; to promote greenfield investments through joint ventures and partnerships between local and foreign investors; to promote and encourage education and skills training so as to increase productivity in business enterprises; to encourage measures to increase Zambia’s capacity to trade and enable business to participate in a competitive global environment; to ensure that the private sector takes advantage of and benefits from international and regional trade agreements; and to provide for matters connected with or incidental to the foregoing.
