QUESTIONS FOR WRITTEN ANSWER

W7 Mr Sichinga - to ask the Minister of Finance and National Planning:

(a) how much debt did the Government contract during the periods 1992 to 2001 and 2002 to 2005, year by year;

(b) how were the proceeds of the contracted loans applied to the following, broken-down into provinces:

(i) specific projects;
(ii) general budget support; and
(iii) provincial projects individually;

(c) whether Members of Parliament were formally involved in identifying the projects to be funded; and

(d) what percentage of the loan proceeds were applied to the following sectors:

(i) education;
(ii) health; and
(iii) poverty reduction.

W8 Mr Sejani - to ask the Minister of Agriculture and Co-operatives:

(a) how much seed and fertilizer have been distributed to districts in readiness for the coming planting season, district by district;

(b) how many farmers are targeted for assistance under the Government Fertilizer Support Programme; and

(c) what the plight of the rest of the farmers will be.

W9 Mr Lubinda - to ask the Minister of Works and Supply what was the total length of tarred roads in Lusaka during the following decades:

(i) 1954 to 1964;
(ii) 1964 to 1974;
(iii) 1974 to 1984;
(iv) 1984 to 1994; and
(v) 1994 to 2004.

W10 Mr Mukanga - to ask the Minister of Local Government and Housing:

(a) what is the current status of former Zambia Railways Compound residents in Mufulira;

(b) where are the residents currently accommodated;

(c) how much money has been spent to-date on this exercise and how much is yet to be spent; and

(d) when the houses promised to these residents will be built for them.

W11 Mr Lubinda - to ask the Vice-President:

(a) how much fertiliser and seed were provided per province under the Government’s Farmers Support Programme, year by year, from 1991 to 2005 and at what cost; and

(b) what was the cost of relief food provided per province, year by year, from 1991 to 2005.

W12 Dr Kalumba - to ask the Minister of Health:

(a) what is the relative probability of access to the University Teaching Hospital by the population in the following areas:

(i) Chienge; (ii) Chipata;
(iii) Lusaka - Woodlands; and (iv) Lusaka - Kanyama;

(b) what is the relative probability of access to the Ndola Central Hospital by the population in the following areas:

(i) Mufumbwe; (ii) Samfya; and
(iii) Kaputa; and

(c) how representative is the in-patient population of UTH in terms of admission from the rural districts of Shangombo, Kaoma, Luwingu and Chienge, as opposed to the urban districts of Lusaka, Livingstone and Kabwe for the following services:

(i) otolaryngology; (ii) gastrology;
(iii) dermatology; and (iv) oncology.

W13 Dr Kalumba - to ask the Vice-President:

(a) how many nationals were detained by the colonial authorities during ChaChaCha country-wide for periods longer than one year, district by district;

(b) who are these nationals by name and gender;

(c) how many of them are still alive;

(d) how many of these freedom fighters have been honoured by district; and

(e) whether the Government will honor all our ChaChaCha freedom
fighters both dead and alive collectively or individually.
