456 Col G Chanda (Kanyama) - to ask the Minister of Finance and National Planning under what authority the Ministry released K2.0 billion to assist fight the cholera outbreak in Zimbabwe in January, 2009.

457 Mr Chisala (Chilubi) - to ask the Minister of Education when the Government will fund the construction of laboratories and libraries at all upper basic schools country-wide.

458 Mr Mukanga (Kantanshi) - to ask the Vice President and Minister of Justice:

(a) how much Heavily Indebted Poor Countries (HIPC) money was received for Future Search Programmes through the Public Service Management Division in 2002; and

(b) how much of the money at (a) was utilised accordingly.

459 Mr Milupi (Luena) - to ask the Minister of Communications and Transport when the following canals in Luena Parliamentary Constituency will be cleared, deepened and generally maintained:

(a) Ndanda;

(b) Namitome;

(c) Nalinanga;

(d) Najoko;

(e) Sopu-Namitome; and

(f) Ushaa.

460 Mr Kakoma (Zambezi West) - to ask the Minister of Education when the Government will construct basic schools at the following places in Zambezi West Parliamentary Constituency in order to achieve the Millennium Development Goal on education by 2015:

(a) Sakayi, Luvinge and Chikota in Chief Chinyama’s area;

(b) Mishivi, Chiseji, Kayimba, Lweji and Milembo in Chieftainess Kucheka’s area; and

(c) Manenga, Kambizana, Sachala and Chipopa in Senior Chief  Ndungu’s area.

461 Mr Hamusonde (Nangoma) - to ask the Minister of Works and Supply whether there are any plans to rehabilitate Mungwi road in Lusaka to link Lumumba road to Lusaka-Mongu road.

462 Col G Chanda (Kanyama) - to ask the Minister of Health whether the Government has any plans to construct health posts in the following residential areas of Kanyama Parliamentary Constituency:

(a) Linda;
(b) Bonaventure;
(c) John Laing;
(d) Chibolya; and
(e) Chinika.

463 Mr Katuka (Mwinilunga East) - to ask the Vice President and Minister of Justice:

(a) when the Auditor-General’s Office was last audited;
(b) which audit firm undertook the exercise;
(c) where the report of the audit undertaken at (a) is; and
(d) when the next audit will be undertaken.

464 Ms Kapata (Mandevu) - to ask the Minister of Education:

(a) when commercial subjects such as book-keeping and office practice will be introduced at Ng’ombe Basic School in Mandevu Parliamentary Constituency; and

(b) when teachers in Mandevu Parliamentary Constituency will be paid the following:

 (i) double session allowances; and
 (ii) leave pay.

465 Mr Mwango (Kanchibiya) - to ask the Vice President and Minister of Justice when the following local court buildings in Kanchibiya Parliamentary Constituency will be rehabilitated:

(a) Chief Luchembe;
(b) Chief Mpepo;
(c) Chief Kabinga;
(d) Senior Chief Kopa; and
(e) Chief Chiundaponde.

QUESTIONS FOR WRITTEN ANSWER

W28 Dr Kalumba (Chienge) - to ask the Minister of Home Affairs:

(a) which individuals were arrested, tortured, killed, detained, prosecuted or imprisoned as a consequence of the Chachacha unrest country-wide, by district, by name and by gender;

(b) how many of these individuals are still alive;

(c) how many have received awards of recognition by the State;and

(d) how many of the individuals above have been documented.

W29 Mr Mushili (Ndola Central) - to ask the Minister of Works and Supply:

(a) when Turner/Bicon Contractor was awarded the contract to rehabilitate the following roads in Ndola Central
Parliamentary Constituency under the Accelerated Urban Road Rehabilitation Programme (AURRP):

(i) Kalewa road;
(ii) Chiwanangala road;
(iii) Vitanda street;
(iv) Broadway road; and
(v) Misundu road;

(b) how much work has been done on the roads above to-date;

(c) how much money was budgeted for the works at (a) above and how much has since been paid to the contractor;

(d) when the contract at (a) above was terminated and what the reasons for termination were; and

(e) when a new contractor will move on site to re-do and complete the unfinished works as the roads are in worse condition than before.

W30 Mr Mwenya (Nkana) - to ask the Minister of Education:

(a) how many Grade 12 pupils failed the English Language final   examination with zero percent mark from 2000 to 2006, by year and by province;

(b) what innovative English career development initiatives have    been implemented by the School of Education at the
University of Zambia to further the learning of the Language by students at tertiary level; and

(c) what innovation has the School of Languages and Linguistics at the University of Zambia implemented to enhance the learning of Zambian Languages.

W31 Mr Mukanga (Kantanshi) - to ask the Minister of Health:

(a) where the twenty-one (21) vehicles donated to Ronald Ross Hospital by the Japanese Government in 2002 are; and

(b) what the status of each of the vehicles at (a) is.

W32 Mrs Musokotwane (Katombola) - to ask the Minister of Education:

(a) how many high schools are in the country, province by province; and

(b) how many basic schools are in the country, province by province.

W33 Mr Milupi (Luena) - to ask the Minister of Commerce, Trade and Industry:

(a) how many individuals and organisations have benefited from  the Citizens Economic Empowerment Fund (CEEF) since its inception, country-wide;

(b) who the beneficiaries at (a) are by name, business category and by province; and

(c) how much money was approved for each beneficiary above.

W34 Mr Ngoma (Sinda) - to ask the Minister of Home Affairs:

(a) how many fire-arm certificates were issued to the public country-wide from 2001 to 2008, year by year;

(b) how many fire-arm certificates were issued to private security firms country-wide from 2001 to 2008, year by year; and

(c) what measures have been taken to ensure that the country is not flooded with uncontrolled fire-arms.

W35 Mr Kasongo (Bangweulu) - to ask the Vice President and Minister of Justice:

(a) whether any over-payment of salaries occurred in the public service between 1999 and 2008;

(b) if so, what the total overpayment was, year by year; and

(c) what action has been taken to stop such payments.

W36 Mr Kasongo (Bangweulu) - to ask the Minister of Commerce, Trade and Industry:

(a) what Zambia’s total exports were between 1999 and 2008, year by year;

(b) to which countries the exports were made and what type of  products they were; and

(c) what constraints Zambian exporters face in penetrating  international markets.

W37 Mr Malama (Mfuwe) - to ask the Minister of Finance and National Planning:

(a) how much money, in grants, the Zambian Government  received from donors from 2006 to 2008, year by year;

(b) of the total amount received, what percentage had been utilised in rural areas as of 31st December, 2008; and

(c) what the terms and conditions for the grants are.

W38 Mr F R Tembo (Nyimba) - to ask the Minister of Local Government and Housing:

(a) how many Liquor Trading Licences have been issued from January, 2009 to-date, by name and by district,
    country-wide; and

(b) what is the current total number of bars country-wide, district by district.

W39 Mr Mukanga (Kantanshi) - to ask the Minister of Sport, Youth and Child Development:

(a) how many children or youths benefited from Government training from 2005 to 2008 in the following fields:

(i) technical skills training; and
(ii) small scale business training;

(b) as a result of the training above, how many youths or children undertook any inventions or projects; and

(c) how many youths or children at (b) were supported by the  Government in their inventions or projects.

Exemption of Districts that Generate Power from Paying Wheeling Charges:  That this House urges the Government to compel power generating companies to exempt localities where power is generated from paying wheeling charges, as a contribution to local community service.

Report of the Parliamentary Select Committee:  That this House do adopt the Report of the Parliamentary Select Committee appointed to scrutinize the Presidential appointments of Honourable Madam Justice Hildah Chibomba and Mr Abyudi James Shonga (Junior) as Supreme Court Judge and Solicitor-General of the Republic, respectively, for the Third Session of the Tenth National Assembly, laid on the Table of the House on 10th August, 2009.
