QUESTIONS FOR ORAL ANSWER

466 Mr Malama (Mfuwe) - to ask the Minister of Local Government and Housing when the Ministry will compel the owner of the incomplete building at the junction of Freedom Way and Katondo Street in Lusaka, which has become an eye sore, to complete it.

467 Mr Mukanga (Kantanshi) - to ask the Minister of Community Development and Social Services:

(a) how much money was allocated to the Zambia Agency for Persons with Disabilities (ZAPD) in the years 2006, 2007 and 2008 in line with the Fifth National Development Plan; and

(b) how much was actually disbursed to ZAPD in the same period, year by year.

468 Mr Chisala (Chilubi) - to ask the Minister of Education what the advantages of abolishing the cut-off point system for pupils to be selected to Grade 10 are.

469 Mr Chisala (Chilubi) - to ask the Minister of Commerce, Trade and Industry whether Zambian Breweries Plc uses the same ingredients used in other countries in manufacturing the coca cola drink.

470 Dr Machungwa (Luapula) - to ask the Minister of Commerce, Trade and Industry:

(a) what developmental progress has taken place at Kapiri  Mposhi Glass Factory following the company’s privatisation; and

(b) when the factory is expected to start operations under the new ownership.

471 Mr Malama (Mfuwe) - to ask the Minister of Commerce, Trade and Industry:

(a) what the financial status of Kafue Textiles Limited was as of  31st December, 2008;

(b) how much revenue the company generated from 2006 to  2008, year by year;

(c) how much money, in grants, the Government released to the company from 2006 to 2008, year by year; and

(d) whether the Government will ban the importation of chitenge material in order to protect the local industry.

472 Mr Mukanga (Kantanshi) - to ask the Minister of Agriculture and Co-operatives:

(a) what the latest position is, regarding the Mt Makulu Research Station residences with sitting tenants who did not benefit from the sale of Government houses; and

(b) what criteria were used to prohibit the sale of houses to sitting tenants at (a) when in fact the following sister
   institutions were permitted the sale:

(i) National Institute for Scientific and Industrial Research;
(ii) Zambia Wildlife Authority; and
(iii) Fisheries Department.

473 Mr Kakoma (Zambezi West) - to ask the Minister of Education:

( a) when the following schools in Zambezi West Parliamentary Constituency will be granted high school status:

(i) Chinyingi Upper Basic;
(ii) Mapachi Upper Basic;
(iii) Liyovu Upper Basic; and
(iv) Mwange Upper Basic;

(b) whether there are any plans to provide science laboratory facilities to the schools above; and

(c) what measures the Government has taken to ensure that these schools, which are already offering Grade 12 classes,
    are adequately funded to meet the needs of a high school.

474 Mr Malama (Mfuwe) - to ask the Minister of Local Government and Housing whether there are any plans to establish a sub-district office for Mpika which is currently the largest district in the country.

475 Ms Kapata (Mandevu) - to ask the Minister of Health:

(a) what the health inspector/population ratio, as stipulated by the World Health Organisation, is;

(b) how many health inspectors are assigned to Mandevu Parliamentary Constituency; and

(c) what the health inspector/population ratio is in Mandevu Parliamentary Constituency.

476 Mr Chisala (Chilubi) - to ask the Minister of Education what measures the Ministry has taken to compel public schools to hold Parents Teachers Association meetings annually which many school managers, especially in rural areas, avoid.

477 Mr Mwango (Kanchibiya) - to ask the Minister of Lands:

(a) what the total hectarage of land given to Zampalm Limited in Kanchibiya Parliamentary Constituency is;

(b) whether the land is on title;

(c) what the purpose for which the land was given is;

(d) whether the Government will allocate more land to the company; and

(e) which Chiefdoms in the Constituency will benefit from the above investment.

478 Mr D Mwila (Chipili) - to ask the Minister of Labour and Social Security:

(a) when the Government will review the Minimum Wages and  Conditions of Employment Act, Chapter 276 of the Laws of      Zambia;

(b) what has caused the delay to undertake the review at (a)  above; and

(c) whether the Government is satisfied with the current Act.

479 Mr Kambwili (Roan) - to ask the Minister of Finance and National Planning:

(a) how much money the Government spent on the retirement   packages of former employees of the Central Board of
Health; and

(b) who funded the retirement packages.

480 Ms Kapata (Mandevu) - to ask the Minister of Health:

(a) when the second phase of the Cancer Unit at the University Teaching Hospital (UTH) in Lusaka will be built;

(b) how many cancer patients have so far received treatment at the Cancer Unit at the UTH from inception to-date, year by year;

(c) how many cancer patients were sent abroad for treatment during the period at (b) above and what the reasons were;
and

(d) what the estimated total cost of treatment for patients at (c)   was.

W42 Mr Mukanga (Kantanshi) - to ask the Minister of Labour and Social Security:

(a) how many labour inspections were conducted from 2005 to
    2009, year by year; and

(b) what were the targets set, year by year, in the same period.

W43 Mr Mukanga (Kantanshi) - to ask the Minister of Commerce, Trade and
Industry:

(a) how many factories or manufacturing industries were established in the country from 2005 to 2008, year by year;
and

(b) how many jobs were created by the new industries at (a) in the same period.

W44 Mr Mukanga (Kantanshi) - to ask the Minister of Works and Supply:

(a) how many vehicles were ferried by the pontoons at the following points from 2005 to 2008, year by year:

(i) Kazungula;
(ii) Chavuma;
(iii) Zambezi;
(iv) Kalongola;
(v) Chembe;
(vi) Chiawa; and
(vii) Namala; and

(b) how much revenue was raised per pontoon in the same period above.

W45 Mr Mukanga (Kantanshi) - to ask the Minister of Commerce, Trade and Industry:

(a) how many inspections were carried out by the Zambia Competition Commission (ZCC) from 2007 to-date; and

(b) how many companies were found wanting and disciplined by the Commission for unfair trade.

W46 Mr Mukanga (Kantanshi) - to ask the Minister of Home Affairs:

(a) how many children were born in Zambia from 2001 to 2008,  year by year; and

(b) how many of the children above obtained birth certificates in  the same period.

W47 Mr Mukanga (Kantanshi) - to ask the Vice President and Minister of Justice:

(a) how many cases of sexual and gender based violence were reported from 2005 to 2008;

(b) how many cases of property grabbing were reported in the period at (a); and

(c) how many of the cases at (a) and (b) were prosecuted.

W48 Mr Chisala (Chilubi) - to ask the Minister of Education how many lecturers and teachers were dismissed by the Teaching Service Commission from 2002 to 2008, province by province, on account of:

(i) financial mismanagement;  and
(ii) making school girls pregnant.

W49 Mr Katuka (Mwinilunga East) - to ask the Minister of Mines and Minerals Development:

(a) what the current status of the following prospective and small mining licences is:

(i) Prospecting Licence Number (PL) 66;
(ii) PL 26;
(iii) PL 27; and
(iv) Small Mining Licence (SML) 236;

(b) who the owners of the licences above have been from 1992 to-date, year by year; and

(c) who the directors of the current owners of the above licenses are.

W50 Mr Katuka (Mwinilunga East) - to ask the Minister of Local Government and Housing:

(a) what the total number of boreholes and wells sunk from 2006 to 2008 is, country-wide; and

(b) of the number at (a), how many were sunk in the North- Western Province, district by district.

W51 Mr Katuka (Mwinilunga East) - to ask the Minister of Mines and Minerals Development:

(a) how many mining licences were issued in North-Western Province from 1992 to 2008;

(b) for what type of minerals the licenses were issued and whether the licences are still valid;

(c) what the contribution to the national economy of the  activities above has been; and

(d) what corporate social responsibility programmes the mining  companies at (a) have been engaged in.

W52 Mr Chisala (Chilubi) - to ask the Minister of Finance and National Planning how many retired teachers were paid terminal benefits by the Public Service Pension Fund Board from 2006 to January, 2009, province by province.

Report of the Parliamentary Select Committee:  That this House do adopt the Report of the Parliamentary Select Committee appointed to scrutinise the Presidential appointments of Mr Burton Mugala and Mrs Minerva Kalwa Tembo to serve as Commissioners of the Anti-Corruption Commission and the Electoral Commission of Zambia, respectively, for the Third Session of the Tenth National Assembly, laid on the Table of the House on 12th August, 2009.
