QUESTIONS FOR ORAL ANSWER

481 Mrs Masebo (Chongwe) - to ask the Minister of Local Government and Housing:

(a) what measures the Government has taken to stop the indiscriminate sale and consumption of alcohol which is packaged in sachets of 60 mililitres and has alcohol content of about 45%, popularly known as tujilijili;

(b) whether the Government is aware of the popularity of this alcohol which is sold cheaply at K1,000 among minors, taxi and minibus drivers, and has so far claimed lives in Chongwe, Kafue and Lusaka;

(c) whether the production and sale of this alcohol has been sanctioned by the Government; and

(d) whether Government is considering banning this alcohol in Zambia to save the lives of young people and indeed the passengers who use public transport as these are the most vulnerable.

482 Ms Kapata (Mandevu) - to ask the Minister of Education when Pine Wood Primary School in Mandevu Parliamentary Constituency will become an examination centre.

483 Mr Mwango (Kanchibiya) - to ask the Minister of Health what health projects will be carried out in 2009 in Kanchibiya Parliamentary Constituency.

484 Mr Mukanga (Kantanshi) - to ask the Minister of Mines and Minerals Development:

(a) how much mineral concentrate was exported by Albidon Mines from June to December, 2008;

(b) what percentage of the mineral concentrate at (a) was:

(i) gold;
(ii) copper; and
(iii) cobalt; and

(c) how much revenue in taxes was collected from the export of the mineral concentrate above.

485 Mr Malama (Mfuwe) - to ask the Minister of Education when the Government will carry out a needs assessment exercise to determine the number of vernacular text books needed in schools in order to provide the shortfall.

486 Mr Mwenya (Nkana) - to ask the Minister of Home Affairs:

(a) what incentives the Ministry provides to police officers; and

(b) whether the Ministry has plans to introduce a home  empowerment programme for police officers.

487 Mr Mukanga (Kantanshi) - to ask the Minister of Health:

(a) how much Heavily Indebted Poor Countries (HIPC) money was received by the Ministry for supporting health services in 2001 and 2002;

(b) how much of the money at (a) was disbursed to rural health  institutions for staff accommodation in the same period;

(c) how much was used on the procurement of drugs; and

(d) how much was used in organising workshops to support health programmes country-wide.

488 Mr Msichili (Kabushi) - to ask the Minister of Works and Supply:

(a) when the Government will resurface the Chambeshi Road in  the Copperbelt Province; and

(b) when the Government will rehabilitate the following roads in Ndola District:
(i) Kawambwa;
(ii) Mujobe; and
(iii) Dola Hill.

489 Mr Kambwili (Roan) - to ask the Minister of Works and Supply:

(a) what the total number of GRZ buildings or real estate is  country-wide;

(b) what the total value of the buildings at (a) is; and

(c) of the number of the buildings at (a), how many are insured.

490 Mr Mukanga (Kantanshi) - to ask the Minister of Works and Supply when the following roads will be comprehensively resurfaced with tarmac:

(a) Mufulira-Ndola; and

(b) Mufulira-Sabina.

491 Mr Kakoma (Zambezi West) - to ask the Minister of Works and Supply:

(a) whether the Government has any plans to construct gravel roads to connect the following areas in Zambezi West
    Parliamentary Constituency:

(i) Mize in Senior Chief Ndungu’s area to Mwange in Chief Chinyama’s area;
(ii) Mize in Senior Chief Ndungu’s area to Liyovu in Chieftainess Kucheka’s area; and
(iii) Chinyingi to Likungu in Senior Chief Ndungu’s area; and

(b) if so, when the plans will be implemented.

492 Mr Milupi (Luena) - to ask the Minister of Education when the high school, which was opened in 1981 at Limulunga but operates in temporal former Rural Council structures, will have permanent structures, complete with science and information technology laboratories.

493 Mr Malama (Mfuwe) - to ask the Minister of Health:

(a) the number of GRZ vehicles that have been donated to Chilonga Mission Hospital in Northern Province, from 2007
to-date; and

(b) whether there are any plans to upgrade the hospital at (a) to make it effectively cater for the health needs of the entire Northern Province.

494 Dr Chishya (Pambashe) - to ask the Minister of Energy and Water Development what data the Ministry has generated in terms of the surface and ground water mapping in the seven districts of Luapula Province, namely:

(a) Chienge;

(b) Nchelenge;

(c) Kawambwa;

(d) Mwense;

(e) Mansa;

(f) Samfya; and

(g) Milenge.

495 Mr Mwango (Kanchibiya) - to ask the Minister of Commerce, Trade and Industry:

(a) what the total debt owed by Kawambwa Tea Company Limited was as of December, 2008;

(b) of that amount, how much was for salary arrears and terminal benefits;

(c) what the future plans for resuscitating the company operations are; and

(d) who the shareholders of this company are.

496 Mr D Mwila (Chipili) - to ask the Minister of Communications and Transport:

(a) what the financial status of the National Airports Corporation Limited (NACL) was as of December, 2008;

(b) how much was owed to the NACL as of December, 2008,  institution by institution; and

(c) how much was declared to the Government in dividends from 2006 to 2008.

497 Col G Chanda (Kanyama) - to ask the Minister of Works and Supply:

(a) when the following roads in Kanyama Parliamentary  Constituency were last worked on:

(i) D162/163 – Blue Boar-Linda Compound Road;
(ii) Makeni Road; and
(iii) Los Angeles Road; and

(b) whether the Ministry has any plans to consistently maintain the roads above in the light of the increased traffic.

498 Ms Kapata (Mandevu) - to ask the Minister of Gender and Women in Development:

(a) how many women were promoted to decision-making positions in the public service from 2006 to 2008; and

(b) how many of these took over positions initially held by men.

499 Mr Mwango (Kanchibiya) - to ask the Minister of Works and Supply when Kanchibiya-Chewe bridge in Kanchibiya Parliamentary Constituency will be constructed.

500 Mr Kambwili (Roan) - to ask the Minister of Mines and Minerals Development:

(a) what the actual state of the Baluba Mine in Luanshya District is following reports that the mine was flooded;

(b) whether there is any evidence of weakening of the walls  (ground caving) in the Mine at (a) above; and

(c) if so, what measures has the Government taken to address the matter.

501 Mr Malama (Mfuwe) - to ask the Minister of Information and Broadcasting Services:

(a) when the Zambia National Broadcasting Corporation buildings at Mass Media Complex in Lusaka were last rehabilitated;

(b) how much money was spent on the rehabilitation above; and

(c) if no rehabilitation works were ever carried out, when the Government intends to embark on the programme.

502 Mr Kakoma (Zambezi West) - to ask the Minister of Health when the Government will establish health facilities at the following places which are far away from existing ones in Zambezi West Parliamentary Constituency:

(a) Matondo, Sakayi, Milomboyi and Mufula in Chief Chinyama’s area;

(b) Chilila, Muswiza, Pungu, Kakoto, Muyembe and Kangulunga  in Chieftainess Kucheka’s area; and

(c) Likungu, Chihongo, Kashona and Makanga in Senior Chief Ndungu’s area.

503 Mr Chisala (Chilubi) - to ask the Minister of Commerce, Trade and Industry whether the Government has any plans of privatising the Nitrogen Chemicals of Zambia so as to revitalise it and increase fertiliser production.

504 Ms Kapata (Mandevu) - to ask the Minister of Education when the Government will review the education policy.

505 Mr Chongo (Mwense) - to ask the Minister of Home Affairs:

(a) when the Mwense Police Station cells will be rehabilitated and extended;

(b) when sanitation for the Mwense Police Station and staff houses will be improved; and

(c) when a borehole will be sunk at the Police Station to improve sanitation and provide clean water.

QUESTIONS FOR WRITTEN ANSWER

W53 Dr Chishya (Pambashe) - to ask the Minister of Community Development and Social Services:

(a) how many traditional ceremonies, name by name, were commemorated from 2006 to 2008, year by year;

(b) how many ceremonies at (a) received financial support from  the Government and how much each ceremony received
    year by year; and

(c) whether the Government intends to continue providing financial support to traditional ceremonies, especially the
    following:

(i) Likumbi Lya Mize;
(ii) Kuomboka;
(iii) Kusefya pa Ng’wena;
(iv) Kwanga;
(v) Malaila;
(vi) N’cwala;
(vii) Mutomboko; and
(viii) Shimunenga.

W54 Dr Chishya (Pambashe) - to ask the Minister of Energy and Water Development what benefits, in real terms and in terms of commodity, does Zambia derive from the following internationally shared water resources compared with the corresponding neighbouring countries:

(a) Lake Tanganyika;

(b) Lake Mweru;

(c) Lake Kariba;

(d) Zambezi River; and

(e) Luapula River.

W55 Dr Chishya (Pambashe) - to ask the Minister of Agriculture and Co-operatives:

(a) whether the Government is aware of some millers who were reported to have purchased and stockpiled maize in 2008
   causing a shortfall on the market and were releasing the
   maize at exorbitant prices; and

(b) what punitive measures the Ministry intends to take on the millers involved in this malpractice.

W56 Mr Chisala (Chilubi) - to ask the Minister of Health:

(a) how many children, in percentage terms, aged between 1 and 5 years,  were affected by the HIV/AIDS disease
    country-wide as of 31st January, 2009, province by province;
    and

(b) what measures the Ministry has put in place to ensure that HIV/AIDS patients do not die of malnutrition upon being      discharged from hospital.

W57 Mr Chisala (Chilubi) - to ask the Minister of Local Government and Housing:

(a) how many councils were suspended from performing their  duties from 1992 to 2008 in the country, province by
    province;

(b) what the reasons for the suspensions were;

(c) how many councils were dissolved in the same period, by
 name; and

(d) what the reasons for the dissolution were.

W58 Mr Chisala (Chilubi) - to ask the Minister of Local Government and Housing how much money the following councils raised, in form of rates, from 2005 to 2008, year by year:

(a) Lusaka City Council;

(b) Ndola City Council;

(c) Kitwe City Council;

(d) Livingstone City Council;

(e) Chipata Municipal Council;

(f) Kasama Municipal Council;

(g) Choma Municipal Council; and

(h) Kabwe Municipal Council.

W59 Mr Chisala (Chilubi) - to ask the Minister of Education what the total number of expatriate teachers serving at the following learning institutions is:

(a) High Schools;

(b) University of Zambia;

(c) Copperbelt University;

(d) Mulungushi University;

(e) National-In-Service Training College (NISTCOL);

(f) Copperbelt College of Education;

(g) Nkrumah College of Education;

(h) Kasama College of Education;

(i) Chipata College of Education; and

(j) Kitwe College of Education.

W60 Mr Mukanga (Kantanshi) - to ask the Minister of Community Development
and Social Services:

(a) how many mentally disabled people were living in Zambia as of 31st December, 2008, province by province; and

(b) what measures have been taken to remove the mentally  disabled persons from the streets throughout the country.

W61 Mr Chisala (Chilubi) - to ask the Minister of Education how many teachers were dismissed from the teaching service on various disciplinary grounds country-wide from 2006 to 2008, province by province.

W62 Mr Chisala (Chilubi) - to ask the Minister of Health:

(a) how many medical staff graduated from the Chainama college of Health Sciences from 2003 to 2008, in the
    following categories, year by year:

(i) Clinical Officers;
(ii) Pyschatric Nurses; and
(iii) Registered Nurses; and

(b) how many medical practitioners of foreign nationality are currently deployed in the following provinces:

(i) Lusaka;
(ii) Copperbelt;
(iii) Central;
(iv) Eastern;
(v) Northern;
(vi) Western;
(vii) Luapula;
(viii) North-Western; and
(ix) Southern.

W63 Mr D Mwila (Chipili) - to ask the Minister of Community Development and Social Services:

(a) how much money was given to the Zambia Agency for Persons with Disabilities in grants by donors from 2001 to 2008; and

(b) how the money was utilised.

W64 Mr Mwenya (Nkana) - to ask the Minister of Commerce, Trade and Industry:

(a) how many towns or cities were designated Tax Free Zones in the country from 1991 to 2007 and what their names are;

(b) how many Zambian companies benefited from the facility at (a) above;

(c) whether these zones still exist and, if so, what the procedure is for a company to set up operations in the facility;

(d) how much revenue to the Treasury was lost as a result of the tax free zone policy; and

(e) whether the Government has conducted an evaluation exercise of this policy and, if so, what the revelations are.

W65 Dr Kalumba (Chienge) - to ask the Minister of Community Development and Social Services:

(a) how much money, in monthly grants, is disbursed under the Social Welfare Assistance Scheme for the vulnerable people in the following Districts:

(i) Sinazongwe;
(ii) Nyimba;
(iii) Chienge;
(iv) Mufumbwe;
(v) Nchelenge; and
(vi) Lukulu; and

(b) what the number of eligible beneficiaries registered for these grants in relation to the following categories is:

(i) type of disability; and
(ii) social status, such as widows, orphans and the aged.
