QUESTIONS FOR ORAL ANSWER

508    Mr D Mwila (Chipili) - to ask the Minister of Home Affairs:

(a)    what was the cause of the riots in Mansa in April, 2011;

(b)    how many people were shot at by the police and subsequently died during the disturbances;

(c)    how many police officers have been arrested for the deaths at (b); and

(d)    what the total value of property lost during the riots is.

509    Mr Hamusonde (Nangoma) - to ask the Minister of Local Government and Housing why political parties have been allowed to interfere with the operations of bus stations and markets especially in Lusaka contrary to the law.

510    Mr Lubinda (Kabwata) - to ask the Vice President and Minister of Justice:

(a)    whether the late President Mwanawasa did legally delegate the functions of Head of State before he left for Egypt on his last trip in 2008;     and

(b)    if so, under which Gazette notice the functions were delegated and, to whom.

511    Mr L J Mulenga (Kwacha) - to ask the Minister of Local Government and Housing:

(a)    how effective and efficient, in terms of performance, the local authorities are country-wide;

(b)    whether local authorities country-wide are performing their functions as by law authorised in terms of service delivery;  and

(c)    whether communities are happy with the performance of  their local councils.

512    Mr L J Mulenga (Kwacha) - to ask the Minister of Health:

(a)    how many health centres were in Kwacha Parliamentary Constituency as of April, 2011;

(b)    of the centres above, how many had functioning maternity wards; and

(c)    what the total cost of constructing the wards at (b) was.

513    Mr Mwenya (Nkana) - to ask the Minister of Health whether there are any plans to increase the number of chimneys of the incubators at the following health facilities in Kitwe:

(a)    Kitwe Central Hospital; and

(b)    Buchi TB Clinic.

514    Mr Simama (Kalulushi) - to ask the Minister of Works and Supply:

(a)    what Government policy on procurement of motor vehicles and equipment is, with regard to climate change; and

(b)    how the policy addresses challenges of climate change.

515    Mr Simama (Kalulushi) - to ask the Minister of Agriculture and Cooperatives what measures have been taken to encourage farmers use organic manure instead of chemical fertilisers which contribute to land degradation.

516    Col G Chanda (Kanyama) - to ask the Minister of Community Development and Social Services:

(a)    how many Zambians with albino pigmentation were registered as of December, 2010, province by province;

(b)    how many of the above were school going, by gender;

(c)    whether any form of assistance was given to the albinos and, if so, what type;

(d)    how many cases of assaults or murders of albinos for ritual purposes have been reported in Zambia; and

(e)    whether the Government has taken any measures to protect the interests of the albinos and, if so, what these measures are.

517    Mr Chisala (Chilubi) - to ask the Minister of Communications and Transport when clearing and registration of motor vehicles that are imported through the Port of Dar-es-Salaam in Tanzania, will be decentralised for the benefit of the northern part of Zambia.

518    Mr Chisala (Chilubi) - to ask the Minister of Energy and Water Development which projects country-wide benefited from the grouping of the African, Caribbean and Pacific States and the European Union (ACP-EU) energy facility grant of Euro 10 million approved in 2007.

519    Mr Chisala (Chilubi) - to ask the Minister of Education:

(a)    how many desks were procured for the Northern Province schools as of December, 2009; and

(b)    how many desks were sent to the Province as of December, 2010, district by district.

520    Mr D Mwila (Chipili) - to ask the Minister of Education:

(a)    how much money the Examinations Council of Zambia spent on printing examination papers in 2010 for the following examination classes:

(i)    grade 7;
(ii)   grade 9; and
(iii)   grade 12;

(b)    which company was contracted to print the examination papers above; and

(c)    which company has been contracted to print the examination papers for 2011.

QUESTIONS FOR WRITTEN ANSWER

W31    Mr L J Mulenga (Kwacha) - to ask the Minister of Local Government and Housing:

(a)    how much money was earmarked for rehabilitation of township roads in the Copperbelt Province from 2008 to 2010, district by district; and

(b)    how much money was released to councils for the rehabilitation of township roads in the same period.

W32    Mr L J Mulenga (Kwacha) - to ask the Minister of Local Government and Housing:

(a)    how many housing units belonging to local authorities country-wide had not been sold as of December, 2010, district by district; and

(b)    what the long term plan for increasing housing units for local authorities is.

W33    Mr Chisala (Chilubi) - to ask the Minister of Education how many classroom blocks and staff houses which were under the Micro Projects Unit (MPU) were abandoned uncompleted between 1996 and 2002, province by province.

W34    Mr Chisala (Chilubi) - to ask the Minister of Foreign Affairs:

(a)    how many African leaders were prosecuted by the International Criminal Court for crimes against humanity from 2007 to March, 2011; and

(b)    what the position of Zambia and the African Union on crimes committed against humanity in the following countries is:

(i)     Zimbabwe;
(ii)    Democratic Republic of the Congo;
(iii)    Kenya;
(iv)   Ivory Coast;
(v)    Rwanda;
(vi)   Sudan;
(vii)  Tunisia;
(viii)  Egypt; and
(ix)   Sierra Leone.

W35    Mr Chisala (Chilubi) - to ask the Minister of Labour and Social Security:

    (a)    how many trade unions were registered in Zambia as of March, 2011; and

    (b)    how many members each trade union had.
