QUESTIONS FOR ORAL ANSWER

562 Mr Kamondo (Mufumbwe) - to ask the Minister of Works and Supply:

(a) how much money was released by the European Union for rehabilitation of roads in the small scale mining areas in Solwezi District in 2004;

(b) how many roads have since been worked on and by which contractors; and

(c) how much money at (a) had not been utilized as of May, 2011.

563 Mr Kamondo (Mufumbwe) - to ask the Minister of Community Development and Social Services when the Ministry will construct residential and office accommodation for its staff at Mufumbwe District Headquarters.

564 Mr Mukanga (Kantanshi) - to ask the Minister of Education what measures the Government has taken to ensure equitable distribution of undergraduate scholarships in the country.

565 Mr Chisala (Chilubi) - to ask the Minister of Foreign Affairs:

(a) how many African countries failed to pay the annual subscription fees to the United Nations and the African Union in 2009 and 2010;

(b) what the penalty for failing to pay the fees is; and

(c) whether any member state has been penalised before.

566 Mr Chisala (Chilubi) - to ask the Minister of Foreign Affairs what plans are there to have African countries get permanent seats on the United Nations Security Council and, if so, when.

567 Mr Chisala (Chilubi) - to ask the Vice President and Minister of Justice when Mpika District will be subdivided to create a new district considering that the district is too vast in its current status.

568 Mr D Mwila (Chipili) - to ask the Vice President and Minister of Justice:

(a) how many Permanent Secretaries and District Commissioners attended the Movement for Multi-Party Democracy (MMD) convention in Kabwe in April, 2011;

(b) under which law did the civil servants above attend the MMD convention; and

(c) how much money the Government spent on the Permanent Secretaries and District Commissioners who attended the convention.

569 Mr D Mwila (Chipili) - to ask the Vice President and Minister of Justice:

(a) what the estimated cost of holding the 2011 tripartite elections in Zambia is;

(b) of the cost at (a), how much money the co-operating partners are expected to contribute; and

(c) how much money had been released by the co-operating partners as of April, 2011.

570 Mr Lumba (Solwezi Central) - to ask the Minister of Labour and Social Security:

(a) how much money the National Pension Scheme Authority had in its accounts as of December, 2010:

(i) within Zambia; and
(ii) outside Zambia;

(b) how much money was paid out in pensions in 2010; and

(c) how much money was invested in real estate in Zambia and abroad.

571 Mr Chisala (Chilubi) - to ask the Vice President and Minister of Justice:

(a) when construction of the habour at Muchinshi Township in Chilubi District will commence following the release of K120 million by the Ministry of Finance and National Planning between 2007 and 2008;

(b) when Government officials who misapplied K70 million meant for the Choba Canal in Chilubi District will be disciplined; and

(c) why the K200 million meant for Kawasa-Chaba-Mukumbwa road in Chilubi was misapplied.

572 Mr Mwenya (Nkana) - to ask the Minister of Communications and Transport:

(a) when the United Bus Company of Zambia (UBZ) was liquidated and who the liquidator was;

(b) how much money was realised from the disposal of the Company assets;

(c) how many employees of UBZ were affected by the liquidation process; and

(d) how many former UBZ employees:

(i) had been paid their benefits as of April, 2011;
(ii) have not yet been paid their benefits; and
(iii) have since passed on without getting their dues.

573 Col G Chanda (Kanyama) - to ask the Vice President and Minister of Justice:

(a) why the Government found it necessary to construct two (2) retirement houses for the First Republican President – one at Shambalakale Farm in Chinsali and the other in Lusaka;

(b) what the current status of the house in Chinsali is;

(c) how much money was spent on constructing the house at (b) and how much is spent on its maintenance annually; and

(d) what future plans the Government has for the property.

574 Mr Kamondo (Mufumbwe) - to ask the Minister of Works and Supply:

(a) when the Government will reconstruct Musonweji Bridge in Mufumbwe; and

(b) when the following roads will be rehabilitated:

(i) Kalengwa/Kabipapu; and
(ii) Musonweji/Mushima.

575 Mr Kamondo (Mufumbwe) - to ask the Minister of Sport, Youth and Child Development:

(a) when Mufumbwe Youth Skills Centre will be provided with qualified and full-time teaching staff and instructors; and

(b) when other skills, in addition to carpentry, will be introduced at the Centre.

576 Mr Chisala (Chilubi) - to ask the Minister of Finance and National Planning:

(a) how many enumerators and supervisors were employed during the 2010 Census of Population and Housing country-wide; and

(b) how much money was paid to the:

(i) enumerators; and
(ii) supervisors.

577 Mr L J Mulenga (Kwacha) - to ask the Minister of Works and Supply:

(a) when the construction of the Mufuchani bridge on Kafue River in Kitwe will begin;

(b) what has caused the delay in commencing the project;

(c) when the roads connecting the bridge to other places will be constructed especially that funds for the Kakolo-Zamtan road were provided for in the 2008 budget; and

(d) when the settlers at the bridge site will be relocated and compensated considering that the World Bank had approved funds for this exercise.

578 Mr Hamusonde (Nangoma) - to ask the Minister of Finance and National Planning:

(a) how much money in the form of statutory remittances was owed to the Zambia Revenue Authority as of December, 2010 by the following:

(i) National Pension Scheme Authority; and
(ii) Zambia Postal Services; and

(b) what has caused the delay in remitting the dues.

579 Mr Hamusonde (Nangoma) - to ask the Minister of Finance and National Planning why employees who retire from Government service are not paid their terminal benefits on time.

580 Mr Ntundu (Gwembe) - to ask the Vice President and Minister of Justice:

(a) what assets are in the custody of the Gwembe Tonga Trust after the Gwembe Tonga Development Project was phased out; and

(b) who is in charge of the assets at Chabbobboma School in the Chiefdom of Chipepo.

581 Mr Ntundu (Gwembe) - to ask the Minister of Finance and National Planning:

(a) how much money was realised from the sale of the following parastatal companies through the Zambia Privatization Agency:

(i) Contract Haulage; and
(ii) Eagle Travel; and

(b) who purchased the companies above.

582 Mr Kamondo (Mufumbwe) - to ask the Minister of Health when Mufumbwe Hospital will be provided with an X-ray machine.

583 Mr Simama (Kalulushi) - to ask the Minister of Communications and Transport whether the carbon tax charged on motor vehicles is also applicable to aeroplanes that operate in Zambia and, if not, when the tax will become applicable to the planes.

QUESTIONS FOR WRITTEN ANSWER

W42 Mr Chisala (Chilubi) - to ask the Minister of Foreign Affairs how many
Zambian soldiers and police officers died on peace-keeping missions from 2006 to March, 2011 in the following countries:

(a) Democratic Republic of the Congo;

(b) Sierra Leone; and

(c) Somalia.

W43 Mr Chisala (Chilubi) - to ask the Vice President and Minister of Justice:

(a) what the overall population density increment in percentage
point was from 2000 to 2010;

(b) which province had the fastest growing population during the same period; and

(c) what factors accounted for the growth rate at (b).

W44 Mr Mukanga (Kantanshi) - to ask the Vice President and Minister of Justice:

(a) how many vehicles were procured for the Office of District Commissioner country-wide from 1996 to-date;

(b) of the vehicles above, how many were involved in road traffic accidents and written off as of 31st March, 2011;

(c) how many vehicles are currently running; and

(d) what the depreciation periods of the vehicles at (a) above
were.
