QUESTIONS FOR ORAL ANSWER

584 Mr Simama (Kalulushi) - to ask the Minister of Tourism, Environment and Natural Resources:

(a) what information has been disseminated country-wide on the effects of:

(i) climate change;
(ii) adaptation; and
(iii) preparedness;

(b) whether there are any programmes aired on television and radio to sensitize people on climate change;

(c) what the names of these programmes are; and

(d) whether prominent people in society are engaged to help in sensitising the population on the effects of climate change.

585 Col G Chanda (Kanyama) - to ask the Vice President and Minister of Justice what legal instruments Zambia has entered into with the following neighbouring countries to ensure that the sovereignity and territorial integrity of the country are protected:

(a) Democratic Republic of the Congo (DRC) – the boundary around the Pedicle area and in Kaputa where the DRC once hoisted its flag;

(b) Malawi - the stretch of land from Mchinji to Luangwa River which was once claimed by the late President of Malawi, Dr Kamuzu Banda;

(c) Botswana and Zimbabwe - around Kazungula area where a common bridge is under construction; and
 
 (d) Namibia and Angola.

586 Mr Lubinda (Kabwata) - to ask the Vice President and Minister of Justice:

(a) under what law is the portrait of the Head of State and Government displayed in public places;

(b) if no law exists, when the practice of displaying the portrait was started and what the rationale was; and

(c) whether there are any penalties for failure to display the portrait.

587 Mr D Mwila (Chipili) - to ask the Minister of Finance and National Planning:

(a) how much money, in the form of unpaid balances on the purchase price of houses sold to sitting tenants, was lost by the following companies as a result of the Presidential directive issued in April, 2011 to cancel the balances:

(i) Zambia Consolidated Copper Mines-Investments Holdings;
(ii) Mukuba Pension Scheme; and
(iii) National Pension Scheme Authority; and

(b) how many housing units, for each institution above, were affected by the directive.

588 Mr D Mwila (Chipili) - to ask the Minister of Finance and National Planning:
 
(a) how much money was spent on the 2010 Census of Population and Housing in Mwense District;

(b) how many bicycles were purchased for the exercise in the District; and

(c) how does the Government intend to dispose of these bicycles after the census exercise.

589 Mr Simama (Kalulushi) - to ask the Minister of Tourism, Environment and Natural Resources what activities under the subject of climate change are earmarked for 2011.

590 Mr Simama (Kalulushi) - to ask the Minister of Tourism, Environment and Natural Resources whether Zambia is already experiencing the effects of climate change and environmental degradation and, if so, what these effects are and which districts are most affected.

591 Mr Kamondo (Mufumbwe) - to ask the Minister of Commerce, Trade and Industry what the Government position on the Pre-export Verification of Conformity of Standards Programme is.

QUESTIONS FOR WRITTEN ANSWER

W45 Mr Ntundu (Gwembe) - to ask the Minister of Finance and National Planning how much money was released for the following public functions in Gwembe District in 2009 and 2010:

(a) Labour Day;

(b) Women’s Day;

(c) Youth Day; and

(d) Farmers’ Day.

W46 Mr Lubinda (Kabwata) - to ask the Minister of Finance and National Planning:

(a) how many bank cheques were dishonoured and referred to drawer, and for what reasons from 2008 to 2010, year by year;

(b) of the total number of dishonoured cheques, how many were drawn by:

(i) Government ministries/departments;
(ii) corporate institutions; and
(iii) individuals; and

(c) whether the dishonoured cheques drawn by Government ministries/departments were reported to the Zambia Police Force.

W47 Mr Lubinda (Kabwata) - to ask the Minister of Finance and National Planning:

(a) how much revenue was collected from the following arts from 2008 to 2010, year by year:

(i) music;
(ii) theatre; and
(iii) visual; and

(b) what the type of revenue collected was.

W48 Mr Kamondo (Mufumbwe) - to ask the Minister of Finance and National Planning how much money was colleted from the toll charges at the following border posts from 2008 to 2010:

(a) Chirundu;

(b) Kazungula; and

(c) Nakonde.

W49 Mr D Mwila (Chipili) - to ask the Minister of Finance and National Planning:

(a) how much in debt, owed by the Zambian Government, was cancelled by the following countries and institutions from January, 2008 to April, 2011:

(i) Norway;
(ii) Sweden;
(iii) International Monetary Fund; and
(iv) World Bank;

(b) what led to the cancellation of the debts above; and

(c) whether the countries and institutions above have made commitments to cancel more debts in future and, if so, what the commitments are.

W50 Mr Simuusa (Nchanga) - to ask the Minister of Finance and National Planning how much shareholding in percentage form the Zambian Government will hold through the Zambia Consolidated Copper Mines - Investments Holdings in the following mines:

(a) Trident (in Solwezi);

(b) Zhongui (to be opened in Itimpi, Kitwe);

(c) Non-Ferrous Metals Mining Company (NFCA) in Chililabombwe;

(d) Konkola North (to be operated by Vale and Rainbow Minerals in Chililabombwe); and

(e) Chibuluma South (after the take over by Vale of Brazil from Meteorex of South Africa).

W51 Mr D Mwila (Chipili) - to ask the Minister of Finance and National Planning:

(a) how much money, in the form of pension levy, was collected by the Pensions and Insurance Authority from 2008 to 2010 from the following institutions, year by year:

(i) National Pension Scheme Authority; and
(ii) Saturnia Regna Pension Trust Limited; and

(b) when the Government will review the amount of pension levy paid by the Pension Schemes.
