QUESTIONS FOR ORAL ANSWER

463 Mr Kanyanyamina (Kanchibiya) - to ask the Minister of Agriculture and Co-operatives:

(a) whether the Food Reserve Agency (FRA) will this month not buy maize from Luapula and Northern Provinces as reported in the Zambia Daily Mail newspaper of Monday, 9th July, 2007;
 
 (b) if so, what measures the Government has taken to ensure that the majority of the people in the two provinces who depend on maize sales for their livelihood sell their maize to FRA at the earliest opportunity to avoid being exploited by unscrupulous maize agents; and

 (c) when the restriction at (a) above will be lifted.

464 Mr D Mwila (Chipili) - to ask the Minister of Mines and Minerals Development:

(a) how many miners were paid from the Employee Share Ownership Trust established by the Anglo-American Corporation;

(b) what criteria were used to pay the miners at (a) above;

(c) how much was paid out to each miner and what the total amount paid was; and

(d) why the miners who were in employment during the time of Anglo-American Corporation but left employment between August, 2002 and October, 2006, were omitted from the package at (a) above.

465 Mr C Mulenga (Chinsali) - to ask the Minister of Works and Supply:

(a) why Minestone (Zambia) Limited abandoned the construction of the Mbesuma bridge on the Chambeshi River in Chinsali Parliamentary Constituency; and

(b) when construction of the bridge will commence.

466 Mr I Banda (Lumezi) - to ask the Minister of Energy and Water Development when the following institutions in Lumezi Parliamentary Constituency will benefit from the Rural Electrification Programme:

(i) Lumezi Technical High School;
(ii) Lumezi Hospital; and
(iii) Ng’onga National Service Camp.

467 Mr Mbewe (Chadiza) - to ask the Minister of Education:

(a) when the construction of Taferansoni Secondary School in Chadiza, will be completed; and

(b) whether there are any plans to construct more day secondary schools in the district.

468 Ms Kapata (Mandevu) - to ask the Minister of Health:

(a)  how many couples are on microbicides;

(b)  how successful are microbicides; and

(c)  which health centres in Lusaka stock microbicides which couples can access.

469 Mr Nyirenda (Kamfinsa) - to ask the Minister of Mines and Minerals Development:

(a) what is the position of Mukuba Pension Trustees Limited concerning the former ZCCM employees currently working for Mopani Copper Mines Plc and Konkola Copper Mines Plc; and

(b) whether the Government is aware of the fact that ZCCM houses of the same type valued at K3.6 million are now being sold at K56 million, payable in 6 months, to former ZCCM employees, who are the sitting tenants, by the Mukuba Pension Trustees Ltd.

470 Mr Milupi (Luena) - to ask the Minister of Works and Supply whether the Government will compensate the Barotse Royal Establishment (BRE) for the environmental damage caused by the failed Mongu-Kalabo road.

471 Mr Chanda (Kankoyo) - to ask the Minister of Tourism, Environment and Natural Resources:

(a) what the effect of Sulphur Dioxide is on the following:

(i) human beings;
(ii) natural resources; and
(iii) iron roofing sheets;

(b) what the permissible level of discharge of Sulphur Dioxide is;

(c) what the penalty is for discharging more than the permissible amounts of the chemical above; and

(d) who is responsible for monitoring the levels of discharge.

472 Mr Singombe (Dundumwezi) - to ask the Minister of Health:

(a) when a radio communication system will be installed at Mubanga Health Centre and other health centres in Dundumwezi Parliamentary Constituency; and

(b) whether the Government has plans to build a health centre in Kasukwe Ward in Dundumwezi Parliamentary Constituency.

473 Mr C K B Banda (Chasefu) - to ask the Minister of Works and Supply when the following roads will be graded:

(i) Lundazi/Chama road passing through Chikwa and Chitheba (Tembwe) via Emusa; and
(ii) Lundazi/Kazembe/Mapamba road.

474 Mr Nyirenda (Kamfinsa) - to ask the Minister of Commerce, Trade and Industry:

(a) how many Zambian companies are in the manufacturing sector and what goods are they producing;

(b) why the mining sector prefers to import products at the expense of those that are locally produced which are usually available in sufficient quantities and are of superior quality; and

(c) what measures the Ministry has taken to protect the local manufacturing industries from undue competition by cheap imports.

475 Mr Simama (Kalulushi) - to ask the Minister of Works and Supply whether the Government has any plans to construct a dual carriage way on the Kitwe/Chingola road.

476 Mrs Musokotwane (Katombola) - to ask the Minister of Education:

(a) how many upper basic schools are currently in the country;

(b) how many schools at (a) above failed to send pupils to Grade 10 following the Grade 9 Examinations in 2006;

(c) what are the reasons for failing to send even one pupil to Grade 10; and

(d) what measures the Government has taken to improve education standards at the schools at (b) above.

477 Mr E C Mwansa (Chifunabuli) - to ask the Minister of Agriculture and Co-operatives what is the minimum hectarage required by a peasant farmer in order to sustain an annual farming activity without any support from the Fertiliser Support Programme.

478 Dr Njobvu (Milanzi) - to ask the Minister of Agriculture and Co-operatives:

(a) what the number of agricultural farming blocks in the country is, province by province; and

(b) how many of the farming blocks at (a) above are not manned, province by province.

479 Mr Mwapela (Kalabo Central) - to ask the Minister of Works and Supply:

(a) how many registered indigenous Zambian-owned construction companies are currently in the top two categories as determined by the National Construction Council;

(b) how many indigenous Zambian contractors are currently on contracts above K10 billion; and

(c) what plans the Ministry has to empower Zambian contractors to participate in big contracts.

480 Mr Chimbaka (Bahati) - to ask the Minister of Mines and Minerals Development what measures the Government has taken to market the large deposits of high grade manganese in Bahati Parliamentary Constituency with a view to attracting potential investors to the Constituency.

481 Mr D Mwila (Chipili) - to ask the Minister of Labour and Social Security:

(a) how many trade unions had their books of account audited in the 2005 and 2006 financial years;

(b) how many trade unions were not audited in the financial years above, name by name; and

(c) whether the audited accounts at (a) above had financial irregularities and, if so, what action the Ministry has taken against the erring trade unions.

482 Mrs E M Banda (Chililabombwe) - to ask the Minister of Health:

(a) what the major challenges and constraints in the provision of quality health care in Zambia are; and

(b) what strategies and plans the Ministry has taken for the provision of quality health care in the country.

483 Mr Chella (Wusakile) - to ask the Minister of Local Government and Housing when the dilapidated and non-functional public conveniences in Wusakile Parliamentary Constituency will be replaced with modern amenities befitting the city.

484 Mr Chilembo (Chama North) - to ask the Minister of Education:

(a) whether there are any plans to commence construction of Nkhanga School in Chama North Parliamentary Constituency; and

(b) what punitive measures the Ministry has taken against the contractor who failed to complete the project.

485 Mr Chazangwe (Choma Central) - to ask the Minister of Agriculture and Co-operatives what measures the Ministry has taken to eradicate and contain cattle diseases in the Southern Province, in general, and the C.B.P.P. in Kazungula District, in particular.

486 Mr Ntundu (Gwembe) - to ask the Minister of Energy and Water Development when Sinafala School and Health Centre in Gwembe District will be connected to the national power grid.

487 Mr Sichamba (Isoka West) - to ask the Minister of Works and Supply
when the Nsasa Mwenje/Musindano Nakonde and Kanyala Mwanimpangala roads will be rehabilitated.

488 Mr E C Mwansa (Chifunabuli) - to ask the Minister of Energy and Water Development whether the Government has ratified and domesticated the SADC Protocol on Shared Watercourse Systems and, if so, how will Zambia benefit from the Protocol.

489 Mr Msichili (Kabushi) - to ask the Minister of Local Government and Housing what the Government policy is to vitalise and strengthen local authorities in all spheres.

490 Mr Kapeya (Mpika) -  to ask the Minister of Local Government and Housing when provinces bearing English names, such as Eastern, Central, Northern and Western Provinces, will be renamed preferably with local names.
491 Mr Mwangala (Nalolo) - to ask the Minister of Works and Supply whether the Government has plans to tar or gravel the following roads in the Western Province:

(i) Matebele/Shangombo road;
(ii) Nangweshi/Sinjembela road; and
(iii) Nangweshi/Mutome via Mulele road.

492 Mr Hamusonde (Nangoma) - to ask the Minister of Education when the Government will construct a high school in Nangoma Parliamentary Constituency.
