QUESTIONS FOR ORAL ANSWER

1126 Mr Ntundu (Gwembe) - to ask the Minister of Information and Broadcasting Services:

(a) how many applications for radio and television broadcasting licences were received from January, 2002 to-date;

(b) how many radio and television broadcasting licences were issued in the above period;

(c) how many applications at (a) above have to-date not been approved and who are the applicants, name by name; and

(d) how many radio and television licences have so far been revoked or risk being revoked.

1127 Mr Imasiku (Liuwa) - to ask the Minister of Tourism, Environment and Natural Resources:

(a) who the parties to the Liuwa National Park contract with the African Parks Company are;

(b) how shares are broken down in percentages among the shareholders at (a) above;

(c) what percentage of the royalties is designated to the local chief and the community; and

(d) how much the local authority benefits from the revenues accrued from the Park.

1128 Mr C Mulenga (Chinsali) - to ask the Minister of Health when the Government will construct a maternity wing at Changa Health Centre in Chinsali Parliamentary Constituency.

1129 Mr Sikazwe (Chimbamilonga) - to ask the Minister of Energy and Water Development:

(a) who is responsible for the equipment at the Kapisha Geothermal Project in Kapisha Ward in Chimbamilonga Parliamentary Constituency;

(b) when the consultancy report by the Kenyan company, which was engaged to carry out a feasibility study on the above Project, will be ready; and

(c) what the position of the Rural Electrification Authority on the Project at (a) above is since the Project commenced before the Authority was formed.

1130 Mr D Mwila (Chipili) - to ask the Minister of Health:

(a) when the Government will open the Masalanga Health Centre in Chipili Parliamentary Constituency; and

(b) what the total cost of constructing the Health Centre was.

1131 Mrs E M Banda (Chililabombwe) - to ask the Minister of Home Affairs:

(a) when an Officer Commanding for Chililabombwe District will be appointed; and

(b) when additional police officers will be deployed to Chililabombwe to curb the rampant thefts of motor vehicles and livestock in the district.

1132 Mr Mukanga (Kantanshi) - to ask the Minister of Education whether the Ministry has plans to allow untrained teachers in community schools to enrol at teachers’ training colleges using experience as one of the qualifications.

1133 Mr Imasiku (Liuwa) - to ask the Minister of Health whether the Ministry has any plans to assist the community in Kaoma complete the new district hospital which is expected to replace the old and dilapidated hospital buildings.

1134 Mr Simama (Kalulushi) - to ask the Minister of Works and Supply when the Mpongwe/Kabwe road will be tarred.

1135 Mr Katuka (Mwinilunga East) - to ask the Minister of Works and Supply:

(a) whether Chilanga Cement Plc produced the high grade cement that was used to construct the Kariba Dam in the 1950s;

(b) if so, why the contractors of Chembe bridge in Luapula Province are insisting on importing cement from Tanzania when Chilanga Cement Plc has the capacity to produce high grade cement that can be used in the construction of the bridge;

(c) whether the Ministry has confirmed the ability or inability of Chilanga Cement Plc to produce cement at strength levels suitable for the construction of the Chembe bridge; and

(d) how many tonnes of cement have the contractors of Chembe bridge imported or intend to import from Tanzania and at what cost.

1136 Mr D Mwila (Chipili) - to ask the Minister of Mines and Minerals Development what is the total liability which ZCCM Investment Holdings Plc took over from the former ZCCM Limited.

1137 Mr Misapa (Mporokoso) - to ask the Minister of Local Government and Housing when funds to construct the 100 houses allocated to Mporokoso District Council will be released.

1138 Ms Limata (Luampa) - to ask the Minister of Gender and Women in Development:

(a) what measures the Ministry has taken to empower women in the Western Province; and

(b) whether the Ministry has plans to assist women in the Western Province in the following areas:

 (i) establishment of women’s clubs; and
(ii) sourcing of funds to establish small-scale businesses.

1139 Mr Mwangala (Nalolo) - to ask the Minister of Works and Supply:

(a) whether the Government has any plans to replace the old engines of the two pontoons at Kalongola in Nalolo Parliamentary Constituency;

(b) what safety measures have been taken to protect the lives of members of the public who use the pontoons at Kalongola with old engines; and

(c) whether there is any Government compensation programme in the event of an accident.

1140 Mr Malama (Mfuwe) - to ask the Minister of Local Government and Housing:

(a) what the life span for each of the following buildings in Lusaka is:

(i) Findeco House;
(ii) Zimco House; and
(iii) Society House; and

(b) how often are the buildings above inspected.

QUESTION FOR WRITTEN ANSWER

W28 Mr Mwangala (Nalolo) - to ask the Minister of Community Development and Social Services:

(a) how many orphans in Grades 10 to 12 at Senanga High School were on social welfare bursaries from 2003 to 2006; and

(b) how many orphans in lower grades at Senanga High School benefited from the Community Welfare Scheme in the period above, name by name.

Report of the Parliamentary Select Committee:  That this House do adopt the Report of the Parliamentary Select Committee appointed to scrutinize the Presidential appointments of the Deputy Chairperson of the Industrial Relations Court, Mrs Gertrude Chiti Mukuka Chawatama and Mr Eddie Mwengu Sikazwe to serve as Puisne Judges, for the First Session of the Tenth National Assembly, laid on the Table of the House on 29th November, 2007.
