273    Ms Kalima (Kasenengwa) - to ask the Minister of Home Affairs:

(a)    whether the Ministry is aware that four in-mates at Mukobeko Maximum Prison in Kabwe died of food poisoning at the beginning of March, 2012 and that six others are still admitted to the University Teaching Hospital;

(b)    if so, who was responsible for the poisoning of the in-mates’ food; and

(c)    what measures the Ministry intends to take to avoid similar incidents at Mukobeko and other prisons country-wide.

274    Mr Ndalamei (Sikongo) - to ask the Minister of Transport, Works, Supply and Communication when the Ministry will clear the canal from Mongu Harbour to the Zambezi River.

275    Mr Mbulakulima (Chembe) - to ask the Minister of Health:

(a)    which contractor was engaged to construct the Milenge District Hospital;

(b)    whether the Government is satisfied with the pace at which construction works are being undertaken;

(c)    if not, what measures are being taken to speed up the process; and

d)    when the Hospital will be completed and opened to the public.

276    Mr Katuka (Mwinilunga) - to ask the Minister of Local Government and Housing:

(a)    how many housing units were disposed of country-wide, during the sale of council houses programme;

(b)    of the houses sold, how many were fully paid for as of December, 2011;

(c)    whether councils still have houses for rent to the public; and

(d)    if so, what the names of such councils are and, what the total number of the housing units is.

277    Dr Kazonga (Vubwi) - to ask the Minister of Education, Science, Vocational Training and Early Education how many researchers and research institutions benefited from the Strategic Research Fund in 2010 and 2011 in the following fields:

(a)    agriculture;

(b)    health; and

(c)    engineering.

278    Mr M B Mwale (Malambo) - to ask the Vice President:

(a)    how many District commissioners were appointed to serve in the Eastern Province after 20th September, 2011;

(b)    of those appointed, how many have had their contracts terminated; and

(c)    what the reasons for the termination of the contracts are.

QUESTIONS FOR WRITTEN ANSWER

W18    Mr Kapyanga (Kabwe Central) - to ask the Minister of Local Government
and Housing:

(a)    what challenges the Ministry has been encountering with regard to supervising local councils country-wide; and

(b)    what measures the Government is taking to ensure improved service delivery of local authorities.

W19    Mr Kazabu (Nkana) - to ask the Minister of Community Development,
Mother and Child Health:

(a)    how many orphanages there were in Zambia as of February, 2012;

(b)    what the total number of orphans and abandoned children being looked after in orphanages was, as of December, 2011;

(c)    whether the orphanages are inspected to ensure maintenance of set standards and, if so, by which authority;

(d)    of the total number, how many were in breach of the set standards as of December, 2011;

(e)    what measures were taken on those found not compliant with the set standards;

(f)    whether the Government provides financial assistance to all or some orphanages; and

(g)    if no support is provided, why.
