(i) The Minister of Justice

 

The Judiciary Administration (Amendment) – Bill to amend the Judiciary Administration Act, 2016. (N.A.B 16/2024)

 

(ii) The Minister of Justice

 

The Penal Code (Amendment) – Bill to amend the Penal Code. (N.A.B 17/2024)

 

(iii) The Minister of Green Economy and Environment

 

The Green Economy and Climate Change  - Bill to provide for climate change adaption and disaster risk reduction; provide for climate change mitigation, low emission development, green economy and related actions; regulate carbon markets; provide for environmental and social safeguards in climate change actions; establish the Climate Change Fund; domesticate the United Nations Framework Convention on Climate Change and the Paris Agreement; and provide for matters connected with, or incidental to, the foregoing. (iv) The Minister of Agriculture

 

The Plant Health – Bill to protect plant resources; provide for the functions of the Plant Quarantine and Phytosanitary Service Department; provide for the registration of pest controllers and plant related structures; regulate imports and exports to prevent the introduction or spread of a pest; give effect to the International Plant Protection Convention established in 1952; repeal the Plant Pests and Diseases Act, 1958; and provide for matters connected with, or incidental to, the foregoing. (v) The Minister of Local Government and Rural Development

 

The Local Authorities Superannuation Fund (Amendment) – Bill to amend the Local Authorities Superannuation Fund Act. (N.A.B 21/2024)

 

 

73. Mr Chisopa (Mkushi South)  -  to ask the Minister of Infrastructure, Housing and Urban Development:

 

(a) when the construction of the Old Mkushi Bridge in Mkushi South Parliamentary Constituency will be completed; and

 

(b) what the cause of the delay in completing the project is.

 

74. Mr Miyutu (Kalabo Central)  -  to ask the Minister of Education:

 

(a) what criteria are used in the allocation of grants to public schools, countrywide; and

 

(b) what measures are being taken to ensure that the funds are utilized prudently.

 

75. Mr Kang’ombe (Kamfinsa)  -  to ask the Minister of Water Development and Sanitation:

 

(a) how much money the Government released towards Phase II of the Nkana Water Supply and Sanitation Project, as of April, 2024, in the following districts:

 

(i) Kalulushi; and

(ii) Kitwe;

 

(b) what the scope of works to be covered in Kamfinsa Parliamentary Constituency, from the released funds, is;

 

(c) when the remaining funds will be released for the completion of the project; and

 

(d) when the project will be completed.

 

76. Mr Chinkuli (Kanyama)  -  to ask the Minister of Justice:

 

(a) whether the Government has any plans to consolidate all the parts of the Constitution into a single document;

 

(b) if so, when the plans will be implemented; and

 

(c) if there are no such plans, why.

 

77. Mr Menyani Zulu (Nyimba)  -  to ask the Minister of Energy when the following infrastructure in Nyimba Parliamentary Constituency will be electrified:

 

(a) Hofmeyr RCZ Mission; (f) Mukapela Clinic;

 

(b) Hofmeyr Clinic; (g) Chimpanji Clinic;

 

(c) Chiweza Primary School; (h) Kanyena Primary School; 

and

 

(d) Mombe Primary School; (i) Nsangano Primary School.

78. Mr Emmanuel Tembo (Feira)  -  to ask the Minister of Mines and Minerals Development:

 

(a) how many licences, under the following categories, were issued in Luangwa District, as of April, 2024:

 

(i) large scale mining; 

(ii) small scale mining; 

(iii) artisanal mining; and

(iv) exploration; and

 

(b) how many licences in each category at (a) were:

 

(i) operational, as of May, 2024; and

(ii) issued to Zambian led companies.

 

79. Mr C Mulenga (Kwacha)  -  to ask the Minister of Local Government and Rural Development:

 

(a) whether the Government has any plans to construct a bus terminus in the Kitwe Central Business District;

 

(b) if so, when the plans will be implemented;

 

(c) what the estimated cost of the project is; and

 

(d) if there are no such plans, why.

 

80. Mr C Chibuye (Mkushi North)  -  to ask the Minister of Mines and Minerals Development:

 

(a) what other minerals, apart from manganese, are found in Mkushi District; 

 

(b) what measures are being taken to exploit the minerals at (a) in order to widen the economic base of the District; and

 

(c) when mining activities for the other minerals are expected to commence. 

 

81. Mr Hamwaata (Pemba)  -  to ask the Minister of Water Development and Sanitation:

 

(a) whether the Government has any plans to construct dams in the following areas of Pemba District: 

 

(i) Bweliyale in Yotam Muleya Ward;

 

(ii) Haboombe in Kauba Ward;

 

(iii) Cheelo in Muzoka Ward;

 

(iv) Chibidze in Maambo Ward;

 

(v) Mulamfu in Nachibanga Ward;

 

(vi) Kaanza in Kasiya Ward; and

 

(vii) Vwulamino in Kasiya Ward;

 

(b) if so, when the plans will be implemented; and

 

(c) if there are no such plans, why.

 

82. Mr Allen Banda (Chimwemwe) - to ask the Minister of Education what measures are being taken to address the escalating cases of sexual harassment against female students perpetuated by male lecturers in colleges and universities, countrywide.

 

83. Mr Kolala (Lufubu) - to ask the Minister of Transport and Logistics:

 

(a) whether the Government has any plans to recapitalise Zambia Railways Limited;

 

(b) if so, when the plans will be implemented; and

 

(c) if there are no such plans, why.

 

84. Mr Chanda (Kanchibiya)  -  to ask the Minister of Infrastructure, Housing and Urban Development:

 

(a) when construction of the District Administration offices in Kanchibiya District will commence;

 

(b) what the estimated cost of the project is;

 

(c) what the estimated time frame for the completion of the project is; and

 

(d) what the short-term plans for office space for operations of essential Government services are.
