An Act to establish the National Institute of Public Administration and provide for its functions; to constitute the Governing Council of the Institute and provide for its composition and functions; to constitute the Board of Studies of the Institute and provide for its composition and functions; to provide for the transfer of functions of the department of the National Institute of Public Administration to the Institute; and to provide for matters connected with or incidental to the foregoing.
