VOTES AND PROCEEDINGS OF THE
NATIONAL ASSEMBLY
TUESDAY, 19TH APRIL, 2016
1. Announcement by Mr Speaker, - Mr Speaker informed the House that in the
absence of Her Honour the Vice President, who was attending to other Government Business, Hon Yamfwa Mukanga, MP, Minister of Works and Supply and Chief Whip, had been appointed Acting Leader of Government Business in the House from Tuesday, 19th April, 2016, until further notice.
2. Announcement by Mr Speaker, - Mr Speaker acquainted the House with the
presence, in the Speaker’s Gallery, of Mrs Rose Hudson-Wilkin, Chaplain in the House of Commons in the United Kingdom.
Mr Speaker, on behalf of the National Assembly, received and welcomed the distinguished guest to the Zambian Parliament.
3. Ministerial Statement, - The Minister of Lands, Natural Resources and
Environmental Protection made a statement on the alleged displacement of over 400 people in Chipalesa area of Chongwe District following a Point of Order raised by the Hon Member of Parliament for Chongwe Parliamentary Constituency, Mrs S T Masebo, MP on Tuesday, 12th April, 2016 and clarified the circumstances that led to the eviction of the people.
4. Ministerial Statement, - The Minister of Health made a statement on the
construction of 650 health posts and updated the House on the progress made on the project.
5. The House considered Questions for Oral Answer Nos. 394 -396.
6. The Court of Appeal – Bill to provide for the jurisdiction and procedures of the
Court of Appeal; the hearing of appeals from the High Court and quasi judicial bodies; and matters connected with, or incidental to, the foregoing, - presented by the Minister of Justice, read the first time; and referred to the Committee on Legal Affairs, Governance, Human Rights, Gender Matters and Child Affairs, for examination until Wednesday, 27th April, 2016. - (N.A.B. 9/2016)
7. The Constitutional Court – Bill to provide for the procedure of the
Constitutional Court; prescribe the powers of the Court; and provide for matters connected with, or incidental to, the foregoing, - presented by the Minister of Justice, read the first time; and referred to the Committee on Legal Affairs, Governance, Human Rights, Gender Matters and Child Affairs, for examination until Wednesday, 27th April, 2016. –(N.A.B. 10/2016)
8. Report of the Committee on Youth and Sport, - Resolved, That this House do
adopt the Report of the Committee on Youth and Sport on the Report of the Auditor General on the Youth Empowerment Programme of the Ministry of Youth, Sport and Child Development for the Fifth Session of the Eleventh National Assembly, laid on the Table of the House on 6th April, 2016. – (Mr Muchima, MP)
9. The Parliamentary Service Bill, N.A.B. 4/2016, read a second time and
committed to a Committee of the Whole House. - (The Minister of Justice)
