Zambia Pledges Support to Mozambique Candidate for the Pan-African Parliament Presidency

The Rt. Hon. Justice, Dr. Patrick Matibini SC, MP, Speaker of the National Assembly of Zambia has pledged to support Hon. Eduardo Joaquim Mulembwe of Mozambique for the Pan-African Parliament (PAP) Presidency.

Speaking during a meeting held at Parliament Buildings, on 20th April 2015, the Hon. Speaker of the National Assembly of Zambia assured Hon. Mulembwe of the support of the National Assembly of Zambia and offered his personal commitment towards his candidature.
 

The Speaker also said that he believes that a lot can be achieved through PAP and that it can serve as a platform for the development of prototype laws that will promote the development agenda of the African continent and that with Hon. Mulembwa at the helm, this could be workable.

This was after Hon. Mulembwe who was leading a delegation of Parliamentarians from the National Assembly of Mozambique to solicit Zambia’s support for his candidature for PAP Presidency briefed the meeting.

Hon. Mulembwe, said that Mozambique is counting on the support of Zambia among other countries to help him ascend to the position of PAP President. He added that once he assumes that position, it will be a dignifying thing not only for Mozambique but for the whole Southern African Region. He also mentioned that the SADC Region is yet to produce a PAP president.

In another meeting with Zambia’s representatives to PAP, Hon. Mulembwe was further assured of Zambia’s support for his candidature for PAP Presidency. The Zambian Delegation to PAP through their Leader of Delegation Prof. Geoffrey Lungwangwa unanimously pledged their support and active role in the campaigns for Hon. Mulembwe.

Prof. Lungwangwa also stated that their meeting was simply to reaffirm Zambia’s support of Hon. Mulembwe’s candidature in that during the last Southern African Regional Caucus, held in Midrand, South Africa, in March, 2015, Hon. Mulembwe was nominated as the Southern Africa region candidate for the PAP presidency.  

Among his many credentials, Hon. Eduardo Joaquim Mulembwa is a former Speaker of the National Assembly of Mozambique; Lawyer by profession and has served as Prosecutor and as Attorney General of the Republic of Mozambique. He is also Co-founder of the SADC Parliamentary Forum.

The Pan- African Parliament (PAP) to which both Zambia and Mozambique are members was established in March 2004, by Article 17 of The Constitutive Act of the African Union, as one of the nine Organs provided for in the Treaty Establishing the African Economic Community signed in Abuja, Nigeria, in 1991.

The vision of PAP is to provide a common platform for African peoples and their grass-roots organizations to be more involved in discussions and decision-making on the problems and challenges facing the continent.
