Close collaboration between the Speaker and Parliamentary Whips, Important

“There is need for close collaboration between the Office of the Speaker and the Whips of the House”, says the Speaker of the National Assembly, Rt. Hon. Justice Patrick Matibini, SC, MP.
He stated that the interface between the Office of the Speaker and the House was through the Whips, who ensure party discipline, thereby being pillars when the House is  facing challenges in  maintaining order in the House.

 
He said this when the Tanzanian Government Chief Whip, and Minister of  State in the Prime Ministers’ Office (Policy Coordination and Parliamentary  Affairs), Ms Jenista Joakim Mhagama, MP, paid a courtesy call on him at Parliament Buildings on Tuesday, 21st April, 2015.
The Rt. Hon.  Speaker said both Government Chief Whips and Opposition Political Party Whips are allies of the Speaker on the floor of the House because they epitomize the discipline of House.

He, however, noted that Whips should be carefully selected if they were to perform their tasks effectively. “We should look for senior parliamentarians, sober minded, mature leaders to perform the functions of the Whip”, he said.

In response, Hon Jenista J Mhagama, MP, thanked the Speaker for responding in the affirmative to her request for a visit. She further indicated that it was important to exchange notes and learn from each other on how best the office of Parliamentary Whips can handle various challenges that affect their role in parliamentary work.

Also in attendance during the courtesy call was Her Excellency Grace Mujula, Tanzanian High Commissioner to Zambia.
