BENCHMAKING, OPPORTUNITIES FOR CONTINUOUS LEARNING AND PARLIAMENTARY REFORM

The Acting Deputy Clerk (Administration) of the National Assembly of Zambia Mr. Sage C Samuwika has noted that benchmaking visits are opportunities for continuous learning for parliamentary staff and parliamentary reform. Mr. Samuwika who is leading a delegation of 10 members of staff on a 5 days benchmarking visit to the Parliament of Kenya stated that as parliaments evolve, it is important for members of staff to continue having professional engagements of exchanging new innovations and practices in the parliamentary service. 

Mr. Samuwika mentioned that some of the notable reforms that the Zambian Parliament has embarked on as a result of previous benchmaking undertakings include the establishment of the Institute of Parliamentary Studies and Training, the establishment of the Parliamentary Budget Office that has led to the consideration of the National Budget using the Budget Sector Analysis and the holding of the National Prayer Breakfast among others.

And in welcoming the delegation the Deputy Clerk of the Kenyan Parliament, Madam Serah Kioko stated that Kenya regarded the Zambian Parliament as a sister parliament. She briefed the delegation on the composition of the Kenya Parliament and the administrative system used by the Parliament. She encouraged the members of staff from both Parliaments to continue the knowledge sharing between beyond benchmarking visit.
