Speaker Mutti commissions 750 KILOWATT solar plant at Parliament

The Right Honourable Dr. Nelly B K Mutti, SC, MP, FAPRA, Speaker of the National Assembly of Zambia, on Friday, 15th May,2026, commissioned the  750 KW Sola photovoltaic plant at Parliament Buildings.

This project is aimed at reducing dependence on the national grid and foster a greener and more sustainable development.

Speaker Mutti said the project shows Parliament’s practical commitment to national development priorities.

 “This comes at a particularly critical time for our country, Zambia, like many nations across the globe, continues to experience energy challenges arising from increased demand for electricity, climate-related pressures, and constrained power supply” she said. 

Speaker Mutti stated that the commissioning of the 750-kilowatt solar PV plant was not merely an infrastructure achievement, rather, it formed part of a broader national response aimed at enhancing energy security and promoting alternative and sustainable sources of power generation. 

This is in line with Cabinet Office Circular No. 13 for public institutions to install solar power systems and other alternative energy source, so as to reduce dependence on the national grid and foster a greener and more sustainable environment.

Speaking earlier, Clerk of the National Assembly Ms. Loveness Mayaka said that the project was a demonstration of commitment to renewable energy and a step toward a long term sustainable development. 

Ms. Mayaka said the commissioning of the solar plant was important because it would provide a steady source of power. This would cut down on operational disruptions and reduce the Assembly’s dependence on hydropower.  

Meanwhile, the ZESCO Limited Managing Director, Eng. Justin Loongo, said the event was about more than just launching and unveiling a solar power system. It showed Zambia’s steady progress towards a cleaner and more diverse energy future. 
 
 He added that the project was especially meaningful because it was at Parliament Buildings. “Parliament is not just a building, but the home of Zambia’s democracy”, he said.
 
And Permanent Secretary in the Ministry of Energy, Eng. Arnold M Simwamba, expressed delight that the National Assembly was following President  Hakainde Hichilema’s directive for Public Institutions’ to adopt alternative sources of energy solutions to improve service delivery and address the country’s energy challenges. 

Head, Presidential Delivery unit, Ms Kusobile Kamwandi, expressed happiness at the completion of the project as it was inline with government policy.
