Tanzania Delegation engages Zambia on legislative scrutiny

First Deputy Speaker of the National Assembly of Zambia, Honourable Malungo Chisangano, MP, has said the visit by a Tanzanian Parliamentary delegation provides an opportunity for the delegation to learn from Zambia’s experience in the scrutiny of subsidiary legislation and strengthen oversight practices.

Speaking when she received Members of Parliament from the Standing Committee on Subsidiary Legislation from the Parliament of Tanzania during a courtesy call paid on her on Monday, 20th April, 2026, at Parliament Buildings, Hon. Chisangano said the benchmarking visit will help enhance the delegation’s understanding of committee procedures and legislative scrutiny.

“I am confident that your interactions with various stakeholders in Parliament will be beneficial and will enable you to achieve the objectives of your visit,” she said.

The First Deputy Speaker said parliamentary exchange programmes and benchmarking visits remain important in equipping Members of Parliament with knowledge and practical approaches to effectively scrutinise subsidiary legislation and strengthen oversight functions, which are key to ensuring accountability in governance.

“Parliamentary relations between our two countries have equally remained strong through exchange programmes and benchmarking visits, which have enabled Members of Parliament and staff to share experiences on issues of mutual interest,” Hon. Chisangano said.

She said Zambia continues to engage with other parliaments through regional and international platforms such as the Inter-Parliamentary Union, the Pan African Parliament, the Commonwealth Parliamentary Association and the SADC Parliamentary Forum.

Hon. Chisangano said the visit by the Tanzanian delegation will specifically help build capacity in the scrutiny of subsidiary legislation, which is an important part of Parliament’s role in monitoring how delegated laws are made and applied.

She urged the delegation to take advantage of the visit to gain practical insights and strengthen institutional linkages between the two legislatures.

Speaking in the same courtesy call, Leader of the Tanzanian delegation, Hon. Cecilia Daniel Paresso, MP, said the delegation also seeks to understand how Zambia conducts oversight and applies its legislative processes in order to improve their own Parliamentary work.

Hon. Paresso said the visit will help the delegation strengthen Parliamentary oversight and improve legislative effectiveness in Tanzania.

The delegation is in the country from 19th to 22nd April, 2026, to learn fron the National Assembly of Zambia on best practices in the scrutiny of subsidiary legislation as well as committee procedures and oversight mechanisms.
