Speaker Mutti assures EU Observers of National Assembly’s openness to dialogue ahead of 2026 Elections

Speaker of the National Assembly of Zambia, Rt Hon. Dr. Nelly B K Mutti, SC, MP, FAPRA has assured the European Union Electoral Observation delegation of the National Assembly’s openness to constructive dialogue ahead of the 2026 General Elections.

She said this when the European Union Electoral Observation exploratory mission paid a courtesy call on her on Wednesday, 8th April, 2026, at Parliament Buildings in Lusaka.

Speaker Mutti said the National Assembly provides a transparent and inclusive legislative process that allows stakeholders, including electoral bodies, civil society organisations and the public, to actively participate in shaping laws related to elections.

She noted that the EU Observer’s presence in the country is a reflection of continued international confidence in Zambia’s democratic institutions and its commitment to upholding credible, transparent and peaceful electoral processes. She said such collaboration enhances public confidence in the electoral process.

“As we approach the 2026 General Elections, the role of independent and impartial observation is more critical than ever in enhancing public confidence and safeguarding the integrity of the electoral process,” she said.

Speaker Mutti further urged sustained engagement between the National Assembly and international partners, noting that such collaboration strengthens democratic governance, promotes accountability and supports the continued credibility of Zambia’s electoral processes.

European Union Ambassador to Zambia, Her Excellency Ms. Carolina Stasiak said that as Zambia advances into its electoral year, the European Union recognizes the importance of strong institutions, transparency and public trust in democratic processes.

The Ambassador added that the EU values continued engagement with national institutions such as Parliament, as such cooperation contributes to strengthening democratic practices and ensuring inclusive and credible electoral processes.

Meanwhile, Team Leader, Mr. Dimitra Ioannou said the mission is engaging various stakeholders, including Parliament, to better understand Zambia’s electoral landscape and the implementation of previous recommendations. He said this process is key in identifying progress made and areas requiring further attention.

Speaking at the same event, European Union Legal Expert, Ms. Colm Fahy said the mission is also assessing security, logistical and legal considerations, as well as adherence to fundamental freedoms such as freedom of expression, assembly and association. She said consultations have also been conducted outside Lusaka to gather perspectives at local level.

And Clerk of the National Assembly of Zambia, Ms. Loveness Mayaka said Parliament’s legislative processes remain open and participatory, allowing stakeholders and the public to contribute through committee submissions.

She said this approach ensures that electoral-related legislation is inclusive and responsive to the needs of the people.

Discussions also covered possible legislation to support political parties, proposed reforms relating to the media and journalism and Parliament’s preparedness to accommodate the increased number of Members of Parliament.

The meeting further explored measures to enhance institutional capacity, including expanding staff support to effectively complement the growing demands of the legislature.
