The Disaster Management (Amendment) - Bill to amend the Disaster Management Act, so as to integrate risk management in the prevention and mitigation of a disaster, preparedness and response to a disaster, and post management of a disaster; re-name the Disaster Management and Mitigation Unit as the National Disaster Risk Management Division, and re-define its functions; re-name the National Disaster Management Council as the National Disaster Risk Management Council; re-name the National Disaster Management Technical Committee as the National Disaster Risk Management Technical Committee; re-name the Provincial Disaster Management Committee as the Provincial Disaster Risk Management Committee; re-name the District Disaster Management Committee as the District Disaster Risk Management Committee, and revise its composition; re-name the Satellite Disaster Management Committee as the Satellite Disaster Risk Management Committee, and revise its composition; and provide for matters connected with, or incidental to, the foregoing. 6. QUESTIONS FOR ORAL ANSWER (STANDING ORDER 82)
164 Mr Zulu (Nyimba) - to ask the Vice-President:
(a) whether the Government is aware of the critical food shortage and hunger situation in the valley areas of Nyimba District; and
(b) if so, what urgent measures the Government is taking to assist the affected residents and avert loss of life.
165 Mr C Kang’ombe (Kamfinsa) - to ask the Minister of Mines and Minerals Development:
(a) whether the Government is aware that persons who were engaged in illegal gold mining activities in Mufumbwe and other mines, are now living in destitution and may resort to criminal activities as a means of survival, following their removal from the mines; and
(b) if so, what urgent measures the Government is taking to provide alternative sustainable economic activities for the affected persons, in order to avert poverty and the potential rise in criminal activities.
7. QUESTIONS FOR ORAL ANSWER (STANDING ORDER 80)
166 Ms M Phiri (Milanzi) - to ask the Minister of Education:
(a) when the exercise to determine schools, whose teachers are eligible for the following allowances, commenced:
(i) rural hardship; and
(ii) remote rural hardship;
(b) at what percentage of completion, the exercise was, as of September, 2025;
(c) when the exercise is expected to be completed;
(d) what the number of teachers anticipated to be eligible for the allowances at (a), is; and
(e) when the eligible teachers are expected to start receiving their allowances.
167 Dr Mwale (Nchelenge) - to ask the Minister of Justice:
(a) whether the Government has any plans to rehabilitate and operationalise the local court in Kambwali Village in Nchelenge Parliamentary Constituency;
(b) if so, when the plans will be implemented;
(c) what the estimated cost of the project, is; and
(d) if there are no such plans, why.
168 Mr C Kang’ombe (Kamfinsa) - to ask the Minister of Lands and Natural Resources when title deeds will be issued to the farmers in the following farming blocks in Kamfinsa Parliamentary Constituency:
(a) Katoka Mema;
(b) Misaka A and B;
(c) Chankalamu;
(d) Chipolopolo; and
(e) Kakolo.
169 Mr Mutale (Chitambo) - to ask the Minister of Infrastructure, Housing and Urban Development when the Government will commence rehabilitation of the damaged section of the Great North Road between Serenje and Lavushimanda Districts.
170 Dr Mwale (Nchelenge) - to ask the Minister of Green Economy and Environment:
(a) whether the Government has any plans to revamp the rubber plantation in Nchelenge District;
(b) if so, when the plans will be implemented;
(c) what the estimated cost of the project, is; and
(d) if there are no plans, why.
171 Mr Mutale (Chitambo) - to ask the Minister of Energy:
(a) whether the Government has any plans to connect the following secondary schools, in Chitambo District, to the national electricity grid:
(i) Lusenga; and
(ii) Chipundu;
(b) if so, when the plans will be implemented; and
(c) if there are no such plans, why.
172 Mr Twasa (Kasenengwa) - to ask the Minister of Energy:
(a) whether the Government has any plans to connect the following health centres in Kasenengwa Parliamentary Constituency to the national electricity grid:
(i) Chipembaulo in Mphunza Ward; and
(ii) Luona in Ng’ongwe Ward;
(b) if so, when the plans will be implemented; and
(c) if there are no such plans, why.
