SECOND DEPUTY SPEAKER MOYO LEADS THE FP-ICGLR ELECTORAL OBSERVATION MISSION TO UGANDA

The Second Deputy Speaker of the National Assembly of Zambia, Honourable Moses Moyo, MP is leading the Electoral Observation Mission of the Forum of Parliaments of the Member States of the International Conference on the Great Lakes Region (FP-ICGLR) to Uganda following an invitation by the Government of the Republic of Uganda through the Electoral Commission (EC) to observe the January 15, General Elections in the country. 

In a Pre-Election Arrival Press Statement in Kampala, Uganda, Head of Mission, Hon. Moyo said that the focus of the Electoral Observation Mission to Uganda is to ensure that a conducive environment is created for legitimate elections, making it possible to govern peacefully in a climate of trust, transparency and credibility. 

Hon. Moyo said that the 2026 general elections cycle is crucial in ensuring that the political stability which the country has consistently upheld is maintained. 

Hon. Moyo said that the Forum of Parliaments has organized this Electoral Observation Mission to Uganda, as part of the implementation of the Inter-Parliamentary Accord of the organization.  

He said that the mission is aimed at assessing how the electoral process meets the 2006 Protocol on Democracy and Good Governance and other instruments, the African Union Charter on Democracy, Elections and Good Governance, the international standards regarding the organization of elections, the Constitution and the electoral laws of Uganda, and also how it reflects the true will and aspirations of its people. 

Hon. Moyo said that the 2026 Electoral Observation Mission to Uganda comprises 26 high profile personalities and experts drawn from Member- States of the Forum of Parliaments. He further said that in an effort to achieve an objective assessment of the electoral process, the Forum of Parliaments conducted a Pre-Election Analysis Report which assessed the state of preparations and preparedness of the country to hold the 2026 general elections. 

“As a Mission, we fully commit and pledge to ensure that the assessment of and recommendations on the credibility, transparency, fairness and the effective organization of the elections shall be based on the benchmarks provided in the Pact on Security, Stability and Development in the Great Lakes Region,” Hon. Moyo said. 

He said that the Forum of Parliaments appeals to all political parties and Government institutions to avoid confrontations, hate speech and violence at all costs. In this respect, the Forum encourages all electoral stakeholders to engage in dialogue and work together to ensure that the Ugandan people can freely choose their furture leaders in accordance with the Republican Constitution. 

The Mission includes Kenya, Tanzania and Zambia. The Zambian delegation comprises of; Ms. Sibeso Sefulo MP, Brig.Gen.(Rtd) Morgan Sitwala, MP, Mr. Antony Kasandwe, MP, Fred Chaatila, MP, Ms. Melesiana Phiri, MP, and Acting Deputy Clerk – Administration, Mr. Sage Samuwika.
