The Food Reserve - Bill to continue the existence of the Food Reserve Agency and re-define its functions; re-constitute the Board of the Agency and re-define its functions; continue the existence of the National Strategic Food Reserve; ensure national food security by maintaining sufficient levels of designated agricultural commodities to respond and provide food relief during emergencies or market and economic shocks; provide for the power of the Minister to designate agricultural commodities that are essential for food security; provide for the purchase of designated agricultural commodities by the Agency for purposes of the National Strategic Food Reserve; provide mechanisms for collaboration and cooperation with relevant regulatory and advisory agencies to ensure exchange of agricultural marketing information and the stabilisation of agricultural markets; repeal and replace the Food Reserve Act, 2020; and provide for matters connected with, or incidental to, the foregoing. The Agriculture Credits and Warehouse Receipts - Bill to continue the existence of the Warehouse Licensing Authority and re-define its functions; reconstitute the Board of the Warehouse Licensing Authority and re-define its functions; establish the Electronic Warehouse Receipt System and provide for its management; regulate warehouses that issue warehouse receipts in the Republic; provide for the rights and obligations of warehouse operators, depositors of agricultural commodities, holders of warehouse receipts, holders of agricultural charges and lenders under contracts of advance; regulate contracts of advance and agricultural charges as security for agricultural commodities; repeal and replace the Agriculture Credits Act, Cap. 224; and provide for matters connected with, or incidental, to the foregoing.  (N.A.B 34/2025)

106. Mr Miyutu (Kalabo Central)  -  to ask the Minister of Youth, Sport and Arts: 

 

(a) when the construction of the Kalabo District Youth Resource Center in Kalabo District will resume;

 

(b) at what percentage of completion the project was, as of August, 2025; 

 

(c) why the project has stalled; and

 

(d) what the time frame for the completion of the project is.

 

107. Mr Chanda (Kanchibiya)  -  to ask the Minister of Education:

 

(a) how many teachers were transferred from Kanchibiya to other districts, while maintaining their pay point under Kanchibiya District, as of June, 2025; and

 

(b) what measures are being taken to ensure that teachers who are transferred from one district to another vacate the pay point immediately, so as to be taken up by the replacements.

 

108. Mr Miyutu (Kalabo Central) - to ask the Minister of Fisheries and Livestock:

 

(a) whether the Government has any plans to assist farmers commercialise livestock farming in Western Province;

 

(b) if so, when the plans will be implemented; 

 

(c) whether the plans include the following livestock;

 

(i) goats;

(ii) pigs; and 

(iii) sheep; and

 

(d) if there are no such plans, why.
