SPEAKER COMMISSIONS KANCHIBIYA CONSTITUENCY OFFICE, CALLS FOR EFFECTIVE UTILISATION OF CONSTITUENCY DEVELOPMENT FUND

 The Right Honourable Ms. Nelly Butete Kashumba Mutti, SC., MP, FAPRA, Speaker of the National Assembly has observed that the significant increase in the Constituency Development Fund (CDF) from previous allocations to the current 36.1 Million Kwacha per constituency, has not only empowered Constituencies to address their own local priorities, but also reinforced the role of Parliament in ensuring that development is people-driven and reflective of the true aspirations of communities.
Speaking when she commissioned the Kanchibiya Constituency Office on Thursday,28th August, 2025 which was constructed using CDF, in Kanchibiya District of the Muchinga Province, Speaker Mutti said that the construction of the new office is a milestone which illustrates not only the transformative potential of the CDF, but also the National Assembly of Zambia’s commitment to ensuring that Parliament is brought closer to the citizens that it represents and serves.
“The National Assembly of Zambia is guided by a clear strategic vision to strengthen institutional capacity and promote democratic governance. In this context, the operationalisation of Constituency Offices, such as the one we are commissioning today, is fully aligned with Strategic Objective No. 4 of the National Assembly of Zambia Strategic Plan, 2022–2026, which seeks to enhance citizen participation in parliamentary business and ensure that the voice of the people remains central to the work of Parliament,” Speaker Mutti said. 

She congratulated the Member of Parliament for Kanchibiya, Mr. Sunday Chanda, the District Constituency Development Fund Committee and the traditional leadership for achieving the milestone of constructing the office which she said stood as testimony to the effective utilisation of CDF in delivering tangible benefits to the people. 
And speaking earlier at the same ceremony which was also attended by their Royal Highnesses, Senior Chief Kopa, Chief Kabinga, Chief Luchembe and Chief Mpepo, Kanchibiya Member of Parliament, Sanday Chanda, said that his constituency has seen unprecedented development through CDF and called upon the people not to be carried away by partisan politics at the expense of development. He highlighted some of the projects, constructed which include: the civic centre, radio station, police station, feeder roads and schools among others. 
Meanwhile, Muchinga Province Minister, Mr. Njavwa Simutowe said the newly constructed constituency office is a vital bridge between the people of Kanchibiya and the Government that will ensure effective service delivery. 
Hon. Simutowe commended Speaker Mutti for her commitment and dedication to this transformative agenda which he described as a significant milestone towards enhanced service delivery and inclusive governance.  
Speaker Mutti is on a tour of Constituency Offices in Muchinga Province which also see her visiting other constituencies include: Mfuwe, Mpika, Shiwangandu, Chinsali, Isoka, Mafinga and Nakonce Constituencies.
