VICE PRESIDENT II, CPA ZAMBIA BRANCH, URGES CPA AFRICA REGION PARLIAMEMNTARIANS TO ADVOCATE FOR INNOVATIVE LEGISLATIVE AND POLICY SOLUTIONS TO FINANCE CLIMATE ADAPTATION IN AFRICA

Mr Misheck Nyambose, MP, Vice President II, CPA Zambia Branch, moves a Motion on the topic: Exploring Innovative Legislative and Policy Solutions to Finance Climate Adaptation in Africa’, at the on-going 54thCommonwealth Parliamentary Association (CPA) and Annual General Meeting (AGM), in Banjul, The Gambia.

The Chasefu lawmaker moved the Motion during the capacity building workshops of the Conference.  Moving the Motion, he, stated that Zambia had witnessed, first-hand, the devastating effects of climate change as exemplified by the crippled hydroelectric power and disrupted agriculture production.  He further noted that this situation was not unique to Zambia, but echoed across the continent.  He informed delegates that most countries were willing to implement strategies to adapt to climate change, but lacked resources to do so.  He called on Parliamentarians to be proactive and advocate for innovative legislative and policy solutions to mitigate challenges associated with climate change.

The mover of the Motion stressed the need to mainstream Climate Finance into National Budgets.  He cited Uganda as an African country that had successfully integrated climate budget tagging, allowing line ministries and agencies to classify and track climate related expenditures.  He implored Parliamentarians to emulate Uganda and institutionalise climate adaptation by ensuring that national budgets reflected the urgency of climate risk.  He further encouraged Parliamentarians to leverage Public-Private Partnerships and Green Bonds as some of the options for climate finance.

In giving a national perspective, Mr Nyambose said that Zambia’s legislative and policy environment reflected a growing commitment to climate finance adaptation, supported by regulatory reforms, institutional strengthening, and international cooperation, through measures such as the enactment of the Green Economy and Climate Change Act No. 18 of 2024.  This was complemented by the introduction of Sector Budget Analysis in the National Budget approval process, where the Budget is scrutinised sector by sector, including on issues bordering on climate change.

The Conference officially opened by His Excellency Adama Barrow, President of The Gambia, on Wednesday, 13th August, 2025, under the theme: “Strengthening Democratic Governance and Resilience in Africa: Tackling conflicts, Economic Shocks, and Climate Risks” brought together parliamentary delegations from across the continent.  In his Keynote Address, the President expressed concern over the persistence of conflicts and the unfortunate re-emergence of unconstitutional governments in some parts of the continent.

Speaking at the same occasion, Speaker of the Parliament of The Gambia stated that the theme of the conference resonated with the challenges that many African countries faced and the critical role that African parliaments had to play to ensure a just, peaceful, and sustainable future.  He said that conflicts in its many forms, from political instability and violent extremism to communal tensions, continued to undermine development gains and human security, and that at the same time, most African economies remained vulnerable to external shocks, including inflation, debt burdens, and global market volatility.  He noted that most of the issues were interconnected and called for not just executive solutions, but robust parliamentary engagement, through legislation, oversight and policy innovation.

The Zambian Delegation is led by Mr Misheck Nyambose, MP, other members are Ms Emeldah Munashabantu, MP and Mr Edgar Sing’ombe, MP.  Also in attendance is Dr Kalila, MP, Chairperson of the CPA International.  The secretariat to the delegation is being led by Mr Sage C Samuwika, Acting Deputy Clerk (Administration) who is participating in meetings of the Society of Clerks-at-the-Table (SoCATT), which are convened alongside the 54th CPA Africa Region Conference.
