First Deputy Speaker of the National Assembly of Zambia, Honourable Malungo Chisangano, MP, said that the benchmarking visit to Kenya’s Centre for Parliamentary Studies and Training (CPST) by the National Assembly of Zambia’s Steering Committee on the establishment of the Parliamentary Training Institute will help shape policies and strategies for parliamentary performance.
The First Deputy Speaker said that the National Assembly of Zambia recently established the Parliamentary Training Institute to provide continuous in-house specialised parliamentary training and research for Members of Parliament, parliamentary staff, central and local government officials, civil society organisations, scholars of politics and public administration and other stakeholders.
Speaking when she led the National Assembly of Zambia Steering Committee at Kenya’s Centre for Parliamentary Studies and Training (CPST) on Monday, 10th March 2025, Honourable Chisangano said the visit is an opportunity to learn from Kenya’s experience in setting up a successful Parliamentary Training Centre.
She noted that Kenya’s CPST has positioned itself as a regional leader in capacity building for legislators, parliamentary staff and other stakeholders and as such, would serve as an important reference point for Zambia.
“The objective of this visit is to understand the CPST model, its governance framework and how it operates within the parliamentary system. We are particularly keen on learning about its budgeting and funding mechanisms, as well as how it develops and delivers training programs,” First Deputy Speaker Chisangano said.
“We commend the Parliament of Kenya for the remarkable work in setting up the CPST as a centre of excellence in parliamentary training. Our goal is to build a similar institution that will strengthen legislative processes and improve service delivery in our Parliament,” she said.
The First Deputy Speaker and her delegation are in Kenya for a five-day visit, from 10th to 14th March 2025, to gain insights into Kenya’s CPST. The lessons learned will contribute to shaping the structure and operations of the newly established Parliamentary Training Institute at the National Assembly of Zambia.
