NATIONAL ASSEMBLY OF ZAMBIA TRAINS MEMBERS OF PARLIAMENT ON SECTOR BUDGET ANALYSIS

The National Assembly of Zambia held a training workshop for Members of Parliament on Sector Budget Analysis. The occasion, which was graced by the Government Chief Whip, Honorable Stafford Mulusa, MP, witnessed a huge turnout of Members of Parliament who were keen to learn this new concept of Sector Budget Analysis.

Hon. Mulusa stated that the workshop was in line with the National Assembly of Zambia’s Strategic Plan for 2022 to 2026 which focuses on enhancing the capacity of Members of Parliament to fulfill their parliamentary functions which include approving the national budget as stated in the (Amendment) Act No 2 of 2016, under Article 63, clause 2. This was said at Taj Pamozdi Hotel, on Monday, 30th September, 2024.

The Honorable Member further stated that the workshop was in line with the Eighth National Development Plan (8NDP) and contributed to the goal of promoting enhanced democratic governance for sustainable development.

Members of Parliament learned through various presentations that Committees through which Members belong will be tasked to scrutinise specific Heads of Expenditure to ensure that the proposed budget lines align with the “National Developmental Priorities”. The Honorable Members were informed that considering the budget under Sector Budget Analysis will give them the opportunity to effectively scrutinise the budget more effectively than before.

The one day workshop was successfully carried out with the help of cooperating partners, the European Union.
