The Public Procurement (Amendment) – Bill to amend the public procurement Act, 2020, so as to revise the period for conducting a procurement process; restrict sub-contracting to procurement of works; extend subcontracting to local bidders, and provide for matters connected with, or incidental to, the foregoing.(N.A.B 17/2023)

 

 

The Public-Private Partnership – Bill to regulate the implementation of public-private partnerships in the Republic; promote the participation of the private sector in the design, financing, construction, development, operation or maintenance of infrastructure or delivery of services through private-public partnerships; provide for the procedures for the approval, award and implementation of public-private partnership projects in accordance with principles of transparency, fairness, stability, proper management, integrity, competition, economy and long tern sustainability; provide for rehabilitation, modernisation, expansion and operation of existing infrastructure facilities and systems and their maintenance; strengthen the institutional framework for the implementation of public-private partnership projects; provide for the establishment of the Public-Private Partnership office; provide for a transparent project selection process, clear procurement procedures, effective regulatory approvals and expanded contractual models in order to promote private sector investment; provide for the establishment of the Public-Private Partnership Project Development Support Fund; repeal and replace the Public-Private Partnership Act, 2009; and provide for matters connected with, or incidental to, the foregoing.(N.A.B 18/2023)

Adopt Report of the Committee on Local Government Accounts: That this House do adopt the Report of the Committee on Local Government Accounts on the Report of the Auditor General on the Audit of Accounts of Local Authorities for the Financial Year Ended 31st December, 2021, for the Second Session of the Thirteenth National Assembly, laid on the Table of the House on Thursday, 27th July, 2023.
