Ruling by Hon. Mr. 2nd Deputy Speaker - On a Point of Order raised by Mr.J Chibuye, MP, against Amb. R Kalimi, MP, for insulting him
Submitted by leslie on Tue, 2022-10-25 18:54
RULING BY THE HON MR SECOND DEPUTY SPEAKER ON A POINT OF ORDER BY MR J CHIBUYE, MEMBER OF PARLIAMENT FOR ROAN CONSTITUENCY, ON WEDNESDAY, 5TH OCTOBER, 2022, AGAINST AMB R KALIMI, MEMBER OF PARLIAMENT FOR MALOLE CONSTITUENCY, FOR INSULTING HIM WHEN THE HOUSE WAS CONSIDERING THE MOTION OF SUPPLY
Hon Members, the House will recall that on Wednesday, 5th October, 2022, when the House was considering the Motion of Supply, and Mr K A Mukosa, Member of Parliament for Chinsali Constituency was on the Floor, Mr J Chibuye, Member of Parliament for Roan Constituency raised a Point of Order. In his Point of Order, Mr J Chibuye, MP, asked whether Amb R Kalimi, MP, was in order to insult him.
In his immediate response to the Point of Order, the Hon Mr Second Deputy Speaker reserved his ruling to a later date. I have since studied the Point of Order and now render my ruling.
Hon Members, a review of the verbatim record revealed that Mr J Chibuye, MP, in raising his Point of Order, did not cite the relevant Standing Order that had been breached by Amb R Kalimi, MP, as required by Standing Order 131 (3). On that basis, the Point of Order is not admissible.
I thank you.
