120.  Ms Chisangano (Gwembe)    -   to ask the Minister of Agriculture:
 
(a) why most agro-dealers and transporters, countrywide have not been paid their dues for the 2017/2018 farming season;
(b) what the cause of the delay in paying the agro-dealers and transporters, is; 
(c) whether the Government is aware that the delay in paying the agro-dealers and transporters will affect the distribution of farming inputs for the 2018/2019 farming season; and
(d) what urgent measures are being taken to ensure the distribution of farming inputs for the 2018/2019 farming season is not hampered due to the inability of the agro-dealers and transporters to provide the necessary services.

121.   Mr Mweetwa (Choma Central)   -   to ask the Minister of Fisheries and Livestock:
 
(a) why some workers at Mochipapa Research Centre in Choma District had not been paid their August, 2018 salaries as at 18th September, 2018;
(b) what the total number of the unpaid workers was;
(c) whether there were other months in 2018 when the workers were not paid their salaries; and
(d) if so, what measures the Government is taking to pay the salary arrears.
 
122.   Mr Mecha (Chifunabuli)   -   to ask the Minister of Health:
 
(a) whether the Government has any plans to procure an X-ray machine for St Margaret Hospital in Kasaba Ward in Chifunabuli Parliamentary Constituency; and
(b) if so, when the plans will be implemented.
 
123.   Mr Kakubo (Kapiri Mposhi)  -  to ask the Minister of Housing and Infrastructure Development:
 
(a) when the construction of the Kato Health Post in Mpunda Ward in Kapiri Mposhi Parliamentary Constituency will be completed;
(b) who the contractor for the project is; and
(c) why the contractor has abandoned the project.
 
124.   Mr Kamondo (Mufumbwe)   -   to ask the Minister of Housing and Infrastructure Development:
 
(a) whether the Government has any plans to construct houses for civil servants in Mufumbwe District;
(b) if so, when the plans will be implemented; and
(c) if there are no such plans, why.
 
125.   Ms P Jere (Lumezi)   -  to ask the Minister of Energy:
 
(a) whether the Government has any plans to electrify the area between Mgubudu and Lumezi Trading Centre along Lundazi Road, in Lumezi Parliamentary Constituency;
(b) if so, when the plans will be implemented;
(c) when the following Chiefs’ Palaces, within the same area, will be electrified:
(i) Mwasemphangwe;
(ii) Chikomeni; and
(iii) Zumwanda;
(d) what the total cost of the project at (c) is; and
(e) what the time frames for the completion of the projects at (a) and (c) are.
 
126.   Ms Chonya (Kafue)   -   to ask the Minister of Water Development, Sanitation and Environmental Protection:
 
(a) what the progress on the Kafue Bulk Water Project in Kafue District is;
(b) how many jobs have been created under the Project;
(c) whether the payment of salaries to the workers is up-to-date; and
(d) whether the people that were displaced as a result of implementation of the Project have been fully compensated.
 
127.   Mr Lufuma (Kabompo)  -  to ask the Minister of Health:
 
(a) why the construction of the following health facilities in Kabompo Parliamentary Constituency have stalled:
 
(i) Ndungo Rural Health Post in Kamisombo Ward; and
(ii) a maternity wing at Mumbeji Rural Health Centre;
(b) when the construction works will resume; and
(c) what the estimated time frame for the completion of the outstanding works on each project is.
 
128.   Ms Kabanshi (Luapula)  -  to ask the Minister of Development Planning:
 
(a) when the project of opening up the water channels under the World Bank Climate Change Project in Lunga District will commence; and
(b) what has caused the delay in commencing the project.
 
129.   Mr Miyutu (Kalabo Central)   -   to ask the Minister of General Education:
 
(a) what measures the Government is taking to enhance the teaching and learning of science subjects in Kalabo District; and
(b) when the construction of laboratories and the procurement of laboratory equipment will commence in most schools in the District.
 
130.   Mr Kasandwe (Bangweulu)   -  to ask the Minister of Community Development and Social Welfare:
 
(a) whether there are any outstanding payments to beneficiaries of the Social Cash Transfer Scheme;
(b) if so, how many beneficiaries, countrywide, were affected as of September, 2018;
(c) what has caused the delay in paying the beneficiaries;
(d) how often the beneficiaries are paid; and
(e) how long the current beneficiaries will remain on the Scheme.
 
131.  Ms Kasune (Keembe)  -  to ask the Minister of General Education:
 
(a) whether the Government has any plans to procure motor vehicles for the District Education Board Secretaries and District Education Standards Officers, countrywide;
(b) if so, when the plans will be implemented; and
(c) how many vehicles will be procured for each district.
 
132.  Mr Lihefu (Manyinga)  -  to ask the Minister of Health:
 
(a) whether the Government has any plans to upgrade St Kalembe Mission Health  Centre in Manyinga Parliamentary Constituency to a zonal health centre;
(b) if so, when the plans  will be implemented; and
(c) if there are no such plans, why.
 
133.   Mr Mbulakulima (Milenge)  -  to ask the Minister of Higher Education:
 
(a) when the construction of Milenge Trades Institute will resume;
(b) what has caused the delay in resuming the works; and
(c) what the cost of completing the outstanding works is.
 
134.  Ms M Miti (Vubwi)  -  to ask the Minister of Local Government:
 
(a) why the tarring of township roads in Vubwi District has stalled;
(b) when the works will resume;
(c) what the time frame for the completion of the project is;
(d) what the total cost of the project is; and
(e) who the contractor for the project is.
 
135.  Mr Ndalamei (Sikongo)  -  to ask the Minister of Energy:
 
(a) when the electrification of Sikongo District will be completed; and
(b) what has caused the delay in completing the project.
 
136.  Mr Mukosa (Chinsali)  -  to ask the Minister of Finance:
 
(a) what Zambia’s foreign exchange reserves were as of:
(i) January, 2016; and
(ii) December, 2017; and
(b) by what percentage the reserves increased or decreased between January, 2016 and December, 2017.
 
137.  Ms Kasanda (Chisamba)   -   to ask the Minister of General Education:
 
(a) whether the Government has any plans to rehabilitate Nalufwe and Kaminembe Primary Schools in Chisamba Parliamentary Constituency;
(b) if so, when the plans will be implemented; and
(c) if there are no such plans, why.
 
138.  Mr Mwamba (Lubansenshi)  -  to ask the Minister of General Education:
 
(a) whether the Government is aware that the construction of 12 portal frame classroom blocks in Lubansenshi Parliamentary Constituency have not been completed since 2006;
(b) what has caused the delay in completing the project; and
(c) when the project will be completed.
 
139.  Mr Mwila (Chimwemwe)  -  to ask the Minister of Lands and Natural Resources:
 
(a) when the land dispute between the Zambia Forests and Forestry Industries Corporation (ZAFFICO) and Mukuba University in Kitwe District will be resolved;
(b) how long the dispute has remained unresolved; and
(c) what the size of the land in contention is.
 
140.  Ms Kabanshi (Luapula)  -  to ask the Minister of Housing and Infrastructure Development:
 
(a) when the construction of the following infrastructure in Lunga District will be completed:
(i) a post office;
(ii) council houses;
(iii) a police station; and
(iv) a civic centre administration block; and
(b) what has caused the delay in completing the projects.
 
141.  Dr Musokotwane (Liuwa)  -  to ask the Minister of Tourism and Arts:
 
(a) whether the Government has any plans to promote tourism development in the Liuwa National Park;
(b) if so, what the immediate, medium and long term plans are;
(c) when the plans will be implemented; and
(d) what benefits will accrue to residents of Liuwa from the above plans.
 
142.  Mr A Mumba (Kantanshi)  -  to ask the Minister of Finance:
 
(a) what the total domestic debt to contractors for road projects, countrywide, was as of 30th September, 2018;
(b) whether the Government has any plans to vary road contracts and remove the Clauses requiring the Government to pay interest and stand alone time on unpaid invoices;
(c) if so, when the plans will be implemented; and
(d) if there are no such plans, why.
 
143.  Mr Chabi (Chipili)  -  to ask the Minister of Finance:
 
(a) when the Mulungushi Textiles in Kabwe District will become operational;
(b) what has caused the delay in operationalising the company;
(c) who the new owners of the company are;
(d) what the capital investment by the new owners is; and
(e) how many jobs will be created when the company is operationalised.
 
144.  Mr Kakubo (Kapiri Mposhi)   -   to ask the Minister of Local Government:

(b) what has caused the delay in commencing the project;
(c) who the contractor for the project is; and

(a) how many parliamentary and local government by-elections were held between September, 2011 and August, 2018;
(b) how much money the Government spent on the by-elections; and
(c) what the main causes of the by-elections were.
